Russia deployed C-300 anti-air defense systems in the territory of Abkhazia, reports news agency Itar-Tass. According to the Commander-in-Chief of the Russian Air Force, Alexander Zelin, the anti-air defense army units were deployed in so-called South Ossetia. The US State Department representative stated that he already knew about the C-300 system deployment in Russia two years ago.

We all remember a commercial shown by numerous national television channels before the 2008 August war in which a tank violating traffic rules outruns a car. The young driver of the car is fascinated by the capabilities of the tank. Another young person climbs out of the tank and calls to him with a shout, “Come to the reserve, it’s cool!” In the two years following the August war, new militarist video clips are expected. The government is currently amending the laws concerning reserve service and the calls for militarism have increased in President Saakashvili’s speeches.

Georgia’s of Defense has filed suit against hundreds of former soldiers for breaking contract.  “Former military soldiers signed the contract,  and accordingly   if they break it must pay a fine.    The amount of fine is very high and it includes additional fees for every overdue day. Often  soldiers  must pay 30-40 thousand GEL,” said - the lawyer of Human Rights Center’s Gori office, Lia Khuroshvili.

The JSC “TbilAviaMsheni” (Tbilisi Avia Construction Factory) was assigned to the Defense Minister of Georgia. The head of the purchase department of the ministry Revaz Charbadze reported to the society about it. He said that the enterprise was assigned to the ministry based on the initiative of the factory administration. The Ministry of Defense and the enterprise have successfully cooperated for a long time.

After the murder at the Georgian-Azerbaijan border the experts blamed the government of Georgia in the poor protection of the borders once more. The former head of the border police Badri Bitsadze said the Georgian-Azerbaijan border is not controlled in fact. Russia moved the Georgian-Dagestan border-line at three kilometers in the area of Diklo Mountain in Tusheti region; consequently, Russia misappropriated 24 sq. kilometers of Georgian territory.

A person was murdered at Georgia-Azerbaijan border. Witnesses said Azeri border guard shot 16-year-old Akhmed Gaurgashvili, resident of the village of Erisimedi in Sighnaghi district, on Georgian territory. Locals state Georgian border guards do not control the border; they are standing only at the checkpoint at the entrance to the village.

American investigators study corruption facts in the Georgian authority related with the purchase of armament. Purchase of weapon abroad has always been very obscure topic for the society and the government always claimed it was state and military secret… however, there has always been doubt (very often it was astonishing) that during the import of arms and equipment Georgian governmental officials (and not only from the defense ministry) earned millions as a result of corruptive deals.

Graduates of the Ministry of Defense of Georgia are refused to get employed at military police. Former soldiers Taraskin, Korinteli, Tedliashvili, Javakhishvili, Guliashvili, Kandorelashvili, Giunashvili, Tsitsagi and Nakashashvili reported the Gori office of the Human Rights Center about it.

According to the reliable information, 11 Georgian prisoners are in Tskhinvali prison now. All of them were kidnapped in different situations after Russian-Georgian armed conflict. There is only one exception, who was arrested during the armed conflict in August of 2008. He is Zviad Kobaladze, cousin of General Koba Kobaladze, who was arrested on the third day of the war.

When I learned at school, we had one subject on the time-table - “military lesson”.  I remember only entertainment from those lessons. Our teacher was former military servant who did not recognize girls. He taught boys how to fall gun into pieces and then compose again. Besides that, this process was always followed by laughing. The teacher, whose name and face I do not remember, was very serious person but we became unserious having seen the gun. In short, when I try to recall those lessons, I have vague but pleasant feeling because I see the smiling faces of the boys with arms.

Despite several unpromising prognosis, Georgia went through 2009 without war. However, similar situation can hardly be lasting peace. Replacement of military units and maneuvers lasted all year long – they dug underground truncheons around Tbilisi and Mtskheta. They filled in the military warehouses. Simultaneously, the Minister of Defense was replaced again and the country underwent so-called military mutiny.

Defense Ministry of Georgia lost trial against hero of Iraq Ramaz Mandzulashvili.Last year, Gori district court had different opinion about the case of Ramaz Mandzulashvili but it changed its attitude this year. The Ministry of Defence tried to settle the problem before the court passed judgment but the trial turned out too resonant and the court had to pass verdict against the Ministry.

The Ministry of Defense of Georgia sued hundreds of former soldiers  alleging that they violated a term of the contract under which they served in the army. All these soldiers signed the contract when the Minister of Defense was Irakli Okruashvili who is in opposition to the current government of Georgia. The Ministry of Defense demands that former soldiers pay the liquidated damage specified in the contract which varies from 30 -40,000 US Dollars.

The suspects in the Mukhrovani Mutiny were subjected to pre trial detention by the Tbilisi City Court in May. The two-month pre trial detention term and the preliminary investigation are over. The Collegium on the Criminal Cases within the Tbilisi City Court will take up the case  on August 21. The fate of the 42 suspects charged with participation in the mutiny will depend on the decision of Judge Jemal Kopalyan.

 The Human Rights Center Celebrated International Day of Peace

 
The UN International Day of Peace was established in 1981 by resolution 36/67 of the General Assembly to coincide every year with its opening session in September. In 2001 September 21 was fixed to become a day of global ceasefire and non-violence through 24 hours.
