Several commissions and department were set up at the Ministry of Penitentiary, Probation and Legal Aid to assist prisoners; however, their rights are still breached. It is fact that methods of medical treatment of sick prisoners to avoid various infections are ineffective. The working plan of the Ministry is inadequate. Non-hygiene conditions in the cells, poor nutrition and incorrect medical treatment result into various infections like tuberculosis, HIV/AIDs, C hepatitis, etc. Many prisoners and family members of the inmates applied to the Human Rights Center for help.

The bloody accident that happened in Moscow Avenue in Tbilisi 18 months ago is very similar to the accident that happened in Sharden-Bar three years ago which ended with the murder of 28-year-old Sandro Girgvliani. High-ranking officials of the MIA and wife of the Minister of Internal Affairs participated in the accident three years ago. But on June 11, 2008 30-year-old Vasil Amonishvili was killed by the brothers Berdzenishvili as his mother claims. This murder in Moscow Avenue has not been publicly discussed. One of the brothers was President Mikheil Saakashvili’s security guard and second brother is policeman from Isani-Samgori police department.

Prisoner Escaped Death after European Court Took Up His Case

Several days ago Mamuka Ninua, a prisoner, was taken to the Tbilisi Central Hospital from Rustavi prison N 6 after his health conditions had seriously worsened. He has chronic colitis, psychopathia and Hepatitis C. He escaped death with the support of his attorney and the European Human Rights Court. The European Court demanded that the government of Georgia study Ninua’s health condition and provide him with full medical assistance.

On June 18 2009 the Tbilisi City Court imposed a 23-year prison sentence on Orest Bokhonko, a citizen of the Ukraine. Bokhonko was arrested at the Tbilisi International Airport on September 27, 2008. While he was detained the Georgian law enforcement officers blatantly violated his human rights guaranteed by the Law of Georgia and international conventions.

A plot of land was seized from Goderdzi Goderziani. He learned about it only when he received notification from the Public Registration Agency. Since then he has been trying to obtain the return of the seized property through the court. The seized plot was initially registered as a state property after it had been seized from Goderziani and then it was granted to the Bodbe Monastery. There are two truths about the plot: Gordezeiani thinks the plot was seized from him illegally and then illegally granted to the monastery which received the plot from the state.

Vakhtang Maisaia, a military expert suspected of participating in the Mukhrovani mutiny, now is in Tbilisi Prison # 8 . He gave sensational information to human rights defenders and to his attorneys. Maisaia claims that law enforcers unsuccessfully tried to force him to testify against famous politicians and high ranking authorities during unwarranted interrogations. Vakhtang Maisaia sent a notebook to our investigating group in which are listed the names of the people whom the law enforcers demanded him to name. There are more than 20 names on the list. Many of them are government officers and some are famous experts on political and military issues. Law enforcers want Maisaia to say that these people have committed high treason.

“Justice belongs to the people” Dimitri Shashkin, Minister of Penitentiary, Probation and Legal Aid of Georgia, made this statement several days ago when family members of the convicted Lasha Imedadze were trying to find justice at Kutaisi prison N 2. On the same day, the relatives of the prisoner could not leave the complaint to the head of the prison despite many attempts.
