Long-term license was granted on harvesting and use of wood products from the forest in Tsinaubani, which is located in the Samtskhe-Javakheti of Southern region. The local population is worried as to the economic, social and environmental implications. Environmental organizations and the parliamentary minority now demand that the law be followed when granting a long-term license is granted to one certain company over another.

The budget of poverty reduction state program was 82 million GEL in 2007 and 115 million in 2008. The budget of state program will practically be doubled in 2009, according to 2009 state budget draft. The decree of Georgian Government on activities aiming at reduction of poverty level and perfection of social security system aims at using the state funds effectively. However, there are still many poor families in the country who have no access to social assistance program. Moreover, the Agency for Social Subsidies stopped several days ago. The socially excluded families used to receive the social assistance within the framework of a governmental state poverty reduction program.

Tbilisi-Nikozi-Tbilisi Special Reportage The head of the family of Giguashvilis is standing before their ruined and burnt house in the village of Tkviavi in Gori district. He is looking at the charred walls that remain as a remnant of what was their home. His wife, daughter-in-law and child are all waiting for us in the cattleshed that was recently cleaned up to set up housekeeping. A homemade electric space heater keeps the former cattle shed warn. It cost but only seven GEL. The homemaker is baking “Mchadi”. A boy of seven is sitting on the sofa-the only furniture that survived from the former home. “We will freeze out this winter,” said Natia Giguashvili in a whisper. There is a stack of firewood in the yard that was delivered by non-governmental organization; it is only enough for three weeks.

“Toothless 5 Star Legislation for Owner of Establishment” Georgian Hotel Palace is one of the five star hotels in Adjara region. The hotel was opened on June 16, 2008. The situation was rather tricky as there was no official license on the hotel construction at that time. The license does not even exist up to present time. Temur Chkonia, a Georgian businessperson and the owner of Coca-Cola Georgia invested 30 million US Dollars in the hotel construction.

Four months ago electricity transformer malfunctioned in the village of Uraveli in the Akhaltsikhe district. Consequently 63 families in the village have not been supplied with electricity for the last four months. The villagers unsuccessfully demanded electricity supply and reimbursement for the damage caused by a surge of high voltage.

In whose interests are professors sacrificed? Double ruling at Zugdidi Shota Meskhia State Institute resulted from a long-term controversy that continues to exist between the administration and various professors. Teona Khupenia, interim rector, issued a decree and suspended the rights of nearly 23 lecturers. The fired members of the Academic and Representative Councils consider her decision illegal and accuse her of acting with a sense of impunity. A law suit has already submitted to Zugdidi district court against the interim rector for these human resources decisions. Lecturers noted some characterizes of criminal activity in her actions and appealed to regional department of Financial Police as well. Teona Khupenia denies the many accusations and only wants to speak about her absolute authority in the decision.

Evictions are a common thing and no longer news in Georgia; it is just part of the regular rigmarole and a daily occurance. Everyone has grown accustomed that people are evicted from their homes without any concern as to their plight. Nobody seems to care as to what might happen next with such homeless people. There are many incidents of “tossing people” from their homes. All the incidents look like each other: “You must go. Where? It is up to you,” this is what the government says to these people while ousting them from houses.

“Low interest rate loan was the government’s pre-election promise aiming at gaining more votes later turned out to be another politically-based lie.” The Adjarian government started a large scaled campaign of issuing low interest rate loans during the pre-election period for seats in the parliamentary assembly of the Adjaran Autonomous Republic (AAR) Most of business persons working in Adjara took part in this campaign. Some business owners were even filmed by TV Company Rustavi 2 and aired during a business news program entitled Business Kurieri. They were described as the movers and shakers of various business projects in the TV news. However, the business persons who participated in the program that was aimed at allocating 5 million GELS for business related activities were actually deceived by the government.

Free dining halls for socially excluded people function in almost every district, which was considered until recently as a social safety net. The feeding of socially excluded people has been mainly funded from the local budgets. 1 GEL and 20 Tetris were spent on each person per day. Socially excluded people receive one loaf of bread and one pot of sauce without any meat; the dining halls have been unable to provide normal feeding to poor without charitable organizations helping them to make up the difference. However, it turned out that the representatives of the local government have not been supplying donated humanitarian provisions to the intended destination.

The August events over the war jeopardized Georgia is now a moot point and not opened to be still questioned. It is also obvious that the emotions stirred up by August war have not subsided in the country till now. Moreover, there is no indication that they are being reduced; tension levels are still raised. Even though the Russians have withdrawn from Shida Kartli and Samegrelo Regions, they took with them lots of looted provisions. However, in spite of the pullback they still remain well dug-in in Akhalgori and Sachkhere districts. The Russians continue digging trenches in Perevi with the same degree of anxiety they demonstrated several weeks ago. All things considered, local conclude that the “war is not over yet”.

Draft of the Criminal Procedural Code is a new step in on-going reforms. The chairperson of the Supreme Court made such an assessment of the draft code that will go in force in 2009. The code aims to implement innovations in three directions: to introduce the institute of jury, to appoint judges without fixed terms and to employ one member from the opposition on the Supreme Council of Justice.
