Five-year imprisonment for Vano Merabishvili and 50 000 lari fine for Zurab Tchiaberashvili – Judge Natia Barbakadze passed this judgment after ten-month court proceedings on February 17 at the Kutaisi City Court. The Court passed guilty judgment on former Minister of Interior and former regional government in criminal case.

The Secretary-General of the Norwegian Helsinki Committee Bjørn Engesland and Head of Human Rights Education Department at the NHC Enver Djuliman will pay a visit to Georgia and Armenia on February 18-21. They intend to meet representatives of local partner organizations, public institutions and local missions of international organizations to discuss ongoing programs and future plans of the NHC in Georgia, Armenia and in the South Caucasus Region in general.
Akhalgori District Governor Resigned

Akhalgori district governor Zurab Gatenashvili resigned. Based on the decision of the Akhalgori municipal board, Nugzar Tinikashvili will implement duties of the district governor during three months. Tinikashvili told Human Rights Center that municipal board had offered the position to him. After three months, competition will be announced and applicants for the district governor’s position will be able to submit applications. Interim district governor Nugzar Tinikashvili said he will also participate in the competition.

According to the bid requirements, the Company had to rehabilitate underground passages in Gori. Several months passed but the Company did not implement its duties.

Allowance for IDPs Increased

The state will no longer cover electricity bills of the IDPs living in compact settlements. These changes will go in force from March 1, 2014. The government covered 100 kilowatt electricity bills for each IDP family per month. From March 1, the monthly allowance for IDPs will increase from 28 lari up to 45 lari.

Victimized families by 2012 natural disaster in 2012 will no longer receive compensations from the Cartu Foundation. The lawyer of the Foundation Nino Kiknadze said last year the Foundation transferred 98 million lari and left beneficiaries will receive compensations from alternative source.

Increased Salaries and Bonuses in Guria

Public servants in Guria region received bonuses equal to increased salaries in January 2014 (for Christmas Holiday). In accordance to the Georgian legislation, only 25% of local budget can be spent on salaries. However, district budget used to spend almost 40% on the salaries of public servants.

Part of Tusheti region population is discontent with the work of Akhmeta district local self-governmental bodies and request establishment of their separate entity. Discontent part of the population is represented by the association Sheep-Breeder from Tusheti and Zurab Murtazashvili is leader of the organization. They say interests of local people are completely neglected. For that reason, they request separation from Akhmeta district and establishment of independent entity.
