School Teachers Are Compelled To Join National Movement
Teachers of public schools in Kakheti region are compelled to join the ruling party. The teachers say they received directives from school directors. The directors of public schools were instructed by the heads of district educational resource-centers. “Unless we apply to join the National Movement, the directors said our working hours will be limited or we will be fired,” said teachers.

Tax Inspection VS Independent TV Company
Batumi City Court imposed 277 247 GEL on Batumi based independent TV Company TV-25. This is the debt accumulated during the governance of Aslan Abashidze, former head of Adjara Autonomous Republic that was later annulled by the supreme court of Georgia; however, Batumi Tax Inspection demands the TV Company to pay the debt.

People of Mamaladze Are Reigning in Tsalka
Ecological migrants, residing in the village of Imera in Tsalka district, blame the current local government for protecting close people of former regional governor Levan Mamaladze. The residents of Imera informed the Human Rights Center that Kartlos Mdzeluri, former head of security guard of Levan Mamaladze before he fled from Georgia, purchased hundreds of hectares of land in Imera illegally; he paid only 60 GEL for one hectare. Local residents claim single mandate MP of the Tsalka district Misha Tskitishvili assisted Mdzeluri to purchase the land at such a cheap price when he was district governor.

According to the UNICEF, children from Shida Kartli region face most problems throughout Georgia. This evaluation was done before the war in August of 2008. The Human Rights Center got interested in the problems of the children who were mentioned in the evaluation of the UNICEF.

Preparations in Advance for Fraud Elections
“The National Movement (the ruling party) is already preparing for fraud elections and will never refrain from achieving its goal. It will use the rudest and dirtiest methods to fraud the coming elections like previous ones. This time, the representatives of the Kutaisi office of the ruling party intends to involve public schools in the campaign and staffs the board of supervisors with its trustees,” said Nato Katamadze, chairperson of Kutaisi office of the Republic Party.

Defense Ministry of Georgia lost trial against hero of Iraq Ramaz Mandzulashvili.Last year, Gori district court had different opinion about the case of Ramaz Mandzulashvili but it changed its attitude this year. The Ministry of Defence tried to settle the problem before the court passed judgment but the trial turned out too resonant and the court had to pass verdict against the Ministry.

Court Dismissed the Only Witness from the Court Room
Kutaisi City Court discussed the case on the car-accident which resulted into the death of journalists. The trial was followed with protest demonstration. The victim party – parents of the journalists, blame the court for partiality and urge the local government for help.

Kutaisi City Hall Does Not Release Public Information
Members of the Kutaisi office of the Republic Party copied out the Article 40 of the Administrative Code of Georgia and put them up on the walls of Kutaisi City Hall. They protested the fact that local officials hide public information from society. Members of the Republic Party state that Kutaisi Mayor and officials have got used to ignore requests on public information.

Turkey Considers the Status of Abkhazia
In response to a question as to whether Ankara and Moscow have reached a deal to recognize Abkhazia and the Turkish Republic of Northern Cyprus, the Russian Foreign Minister Sergey Lavrov stated: “Russia will not enter a deal implying the recognition of Northern Cyprus in exchange for Turkish recognition of Abkhazia” (Zaman, October 4).

Kibar Khalvashi:”Kakheti Regional Governor Misappropriated Our Car”
Businessman Kibar Khalvashi accuses Giorgi Sibashvili, deputy Kakheti regional Governor, in misappropriating the property of his company “Priza”. According to Khalvashi, Sibashvili drives the car which he had taken from the company’s parking area late at night. Sibashvili refuses the statement of the businessman. According to the vice-governor his had borrowed the car from his friend, but he does not say the friend’s name.

Detention Settings of Georgia – Institutions Where Inmates Get Better Or Pass Away
Several commissions and department were set up at the Ministry of Penitentiary, Probation and Legal Aid to assist prisoners; however, their rights are still breached. It is fact that methods of medical treatment of sick prisoners to avoid various infections are ineffective. The working plan of the Ministry is inadequate. Non-hygiene conditions in the cells, poor nutrition and incorrect medical treatment result into various infections like tuberculosis, HIV/AIDs, C hepatitis, etc. Many prisoners and family members of the inmates applied to the Human Rights Center for help.

Teachers Request the President to Keep His Promises
Trade Union of Teachers and Scientists of Georgia celebrated the World Day of Teachers with demonstration in front of the Parliament of Georgia. The reason of their protest was declination of the legislative initiative which was signed by 60 000 teachers throughout the country and then submitted to the parliament in December of 2008. “Honorable salaries for every employee of the educational system, unlimited labor agreements for teachers, putting end to illegal firing of teachers,” these were main demands of the teachers at the demonstration. According to the draft-law teachers requested the government to allocate funds for the trainings, de-optimization of schools and restoration of educational status of nursery-schools.

The bloody accident that happened in Moscow Avenue in Tbilisi 18 months ago is very similar to the accident that happened in Sharden-Bar three years ago which ended with the murder of 28-year-old Sandro Girgvliani.
