Noisy Judgment at Kutaisi City Court
Five-year imprisonment for Vano Merabishvili and 50 000 lari fine for Zurab Tchiaberashvili – Judge Natia Barbakadze passed this judgment after ten-month court proceedings on February 17 at the Kutaisi City Court. The Court passed guilty judgment on former Minister of Interior and former regional government in criminal case.

Recently, protest of Geguti prison inmates was one of the most urgent topics in Georgian media. Hundreds of prisoners used different forms of protests and requested resignation of the prison director. They blamed the administration in physical abuse and inhuman treatment.

Company Winning Bid Is Sought
Gori district administration is looking for the company, which won bid competition in November, 2013. Ltd GPG participated in the tender and won it. According to the bid requirements, the Company had to rehabilitate underground passages in Gori. Several months passed but the Company did not implement its duties.

Fraction Social-Democrats Requests Impeachment of the Municipal Board Chairman
One of the member parties of the Coalition Georgian Dream – Democratic Georgia, Social Democrats for Georgia’s Development, opposed the local government. Leader of the local organization Soso Sheizashvili held press-conference.

Akhalgori District Governor Resigned
Akhalgori district governor Zurab Gatenashvili resigned. Based on the decision of the Akhalgori municipal board, Nugzar Tinikashvili will implement duties of the district governor during three months. Tinikashvili told Human Rights Center that municipal board had offered the position to him. After three months, competition will be announced and applicants for the district governor’s position will be able to submit applications. Interim district governor Nugzar Tinikashvili said he will also participate in the competition.

Representatives of the Norwegian Helsinki Committee to Meet Representatives of Local CSOs and Intentional Organizations
The Secretary-General of the Norwegian Helsinki Committee Bjørn Engesland and Head of Human Rights Education Department at the NHC Enver Djuliman will pay a visit to Georgia and Armenia on February 18-21. They intend to meet representatives of local partner organizations, public institutions and local missions of international organizations to discuss ongoing programs and future plans of the NHC in Georgia, Armenia and in the South Caucasus Region in general.

Cartu Foundation Stopped Compensations for the Victims of Natural Disaster in Kakheti
Victimized families by 2012 natural disaster in 2012 will no longer receive compensations from the Cartu Foundation. The lawyer of the Foundation Nino Kiknadze said last year the Foundation transferred 98 million lari and left beneficiaries will receive compensations from alternative source.

Allowance for IDPs Increased
The state will no longer cover electricity bills of the IDPs living in compact settlements. These changes will go in force from March 1, 2014. The government covered 100 kilowatt electricity bills for each IDP family per month. From March 1, the monthly allowance for IDPs will increase from 28 lari up to 45 lari.

77 votes vs 7 – Parliament of Georgia passed the Code on Local Self-Governance after noisy discussions and controversy via third hearing on February 5. Government states it is a step forward to democratization and launch of self-governmental reform in the country.

Increased Salaries and Bonuses in Guria
Public servants in Guria region received bonuses equal to increased salaries in January 2014 (for Christmas Holiday). In accordance to the Georgian legislation, only 25% of local budget can be spent on salaries. However, district budget used to spend almost 40% on the salaries of public servants.

During Sochi Olympiad de-facto border of the South Ossetia towards Akhalgori district will not be blocked that means people will be able to transport without delay. Special session of the de-facto security council of South Ossetia was held in Tskhinvali. Leader of the non-recognized republic Leonid Tibilov chaired the session.

GYLA’s Position about the Arbitration Agreement Made between the State and the Patarkatsishvili Family
On January 17, 2014 the Ministry of Justice disclosed the settlement agreement and its additional documents made between the successors of Arkadi (Badri) Patarkatsishvili and Georgia in the international arbitration. In the arbitration, A.P.’s family members requested to be given ownership of  “Imedi” TV and that the lease on Mtatsminda Park be reinstated, or in the alternative, sought compensation in the amount of 400 million USD. As mentioned, the arbitration ended with settlement  under certain conditions between A.P.’s successors and Georgia.

Demonstration in Support of Mejvriskhevi Village Attorney
Population of Mejvriskhevi village, Gori district held demonstration in support of Tariel Gurgenidze, former attorney of their territorial entity, in front of the Shida Kartli regional administration. Participants requested annulment of plea-agreement into Tariel Gurgenidze’s case and re-investigation of his case.

Part of Tusheti Population Request Seperation from Akhmeta District
Part of Tusheti region population is discontent with the work of Akhmeta district local self-governmental bodies and request establishment of their separate entity. Discontent part of the population is represented by the association Sheep-Breeder from Tusheti and Zurab Murtazashvili is leader of the organization. They say interests of local people are completely neglected. For that reason, they request separation from Akhmeta district and establishment of independent entity. Information Center of Kakheti spread information about it.

Amendments Planned to the Criminal Code of Georgia in Connection with Sexual Crime
Amendments are planned into the Chapter of the Criminal Code of Georgia referring to sexual crimes. Concrete formulation of the amendments is not known yet. Representatives of the Ministry of Justice state they are working on the content. Nongovernmental organizations proposed their draft-amendments to the Chapter on Sexual Crimes in the Criminal Code of Georgia.
