Part of Pre-trial Detainees Could not Take Part in the Elections

Tamuna Karosanidze, the executive chairwoman of the NGO “Transparency International-Georgia” introduced people with the results of the monitoring they implemented at the pre-trial detention settings.

Karosanidze reported that four detainees at the Tbilisi Krtsanisi Detention Setting (polling station # 1) did not have IDs but the election commission allowed them to vote. However, in parallel to it, the detainees at the jail hospital were not allowed to vote because they did not have IDs. Representatives of the election commission explained that the director of the jail hospital asked the voters and they found out that prisoners did not want to vote.

Only one detainee out of total 33 at the Krtsanisi Detention Setting # 5 had ID; but he was not on the list and could not take part in the elections.

At the Isani Women Detention Setting only twenty prisoners had IDs out of total 105 and all twenty people took part in the elections. As for detention establishment # 8, where polling stations # 108 and 109 are situated, only 45 voters could vote out of total 468 and 542 because of IDs.
    
Only prison employees could vote at Rustavi detention establishment # 2.

Tamuna Karosanidze said that they have not received information from Tkibuli, Khelvachauri and Khoni because observers are forbidden to use mobile phones. 

Karosanidze added that during polls at pre-trial detention settings observers witnessed two kinds of violations: the detainees did not have IDs and their constitutional right on election was restricted; another violation is that the employees of the detention establishment vote in the establishment; though they are registered at the polling stations according to their residential areas.
