Voters Are Not Marked in the Village of Ruisi

January 5, 2008
Observers of the Human Rights Center observed mini-buses CAC 937, LIG 778 near Polling Station # 55 in Kutaisi. Drivers claim that they are mobilized at the polling station in order to help voters.

Observers of the Human Rights Center visited all five polling stations in Kutaisi. Criminal policemen were everywhere inside and outside polling stations. As a result of the demands of Human Rights Center’s observers policemen left the stations.

Fairly complicated situation is in the village of Ruisi in Kareli District. There are three polling stations there; voters are not marked and people can vote at several stations. In addition to that the chairman of the commission does not know who are commission members and observers at the polling stations. It is noteworthy that the head of the Shida Kartli election headquarters of the leading party, Lado Vardzelashvili, comes from the village of Ruisi. Polling boxes are not taken from the polling stations according to official letter; but they are transported after phone-calls.

Carousel cases were observed in polling stations # 47 and # 60 in Tbilisi where mini-buses are moving quite actively. Mini-buses are transporting people from places to places.

Polling box is placed in a remote place of the polling station # 7 of the Adigeni PEC # 38 instead of the middle area of the hall. Voters cannot find it easily and commission members are accompanying them to the box. Two members of the National Movement, Petre Merabishvili and Davit Oganesiani are at the station, while other presidential candidates have only one representative there.
