Human Rights Center Helps Person Suffering from Cancer

Kakheti regional Agency of Social Subsidies informed the Human Rights Centre that the family of Natela Tamazashvili, a person who has acute form of cancer was finally granted with a social allowance under the government’s poverty reduction program.

The Human Rights Center addressed the agency with s request on 4 July for clarification. Social agents re-examined Natela Tamazashvili’s family and new rating point under the poverty reduction program total 33,480.

Natela Tamazashvili had applied to the Human Rights Center on 2 July for assistance. She reported that she lived with her unemployed husband. The family does not have any income. On August 10, 2007 the family granted with the rating point of 54,859 in the data base of the socially excluded people. “However, I was not granted with any allowance; I received only a medical policy. I was taken to the Tbilisi Cancer Centre with open wound in March of 2008. The doctors refused to treat me because the medical policy was invalid. It turned out that the Agency of Social Subsidies had terminated my right to use the policy.  Although we had not applied to the agency for the repeated examination, they still had granted 99,590 points. This score disqualified us from benefits. Naturally I am not in agreement with their decision. We have already sold everything from our house and our living conditions have only worsened,” told the sick and pleading woman.

The Human Rights Center now is monitoring of the government’s Poverty Reduction State Program as of July 1 2008. Within the terms of the monitoring project, lawyers of the center provide free legal assistance to the socially excluded families who need assistance but have been denied under the terms of the government’s program.  The Human Rights Center carries out the monitoring with its own funds. Within the project the Kakheti office of the center has already registered over 200 socially excluded families who face dire circumstances.
