“According to the international law, the state which occupied the territory of another one is responsible for the incidents that occur on the occupied territory,” stated Matias Iorsh, representative of the Council of Europe, during a recent press conference in Tbilisi.
He stated that no Russian checkpoints should remain in Georgia. On September 25 the delegation of the Council of Europe arrived in Tskhinvali region and met with Eduard Kokoiti, the de-factor leader of South Ossetia, which is considered by the legal central government in Tbilisi as a criminal authority.
“Kokoiti told us that our delegation is the last one that will be allowed to enter the region from Georgian side,” said Matias Iorsh and added that the stated position of Kokoiti is completely unacceptable for him.
“It is unacceptable because the statement is made by a de-facto president of the country whose independence was recognized by only Russia and Nicaragua,” stated Matias Iorsh.
