Land Owners Send Open Letter to the President

Land owners from Dedoplistkaro district sent open letter to the President of Georgia and the Chairperson of the Parliament of Georgia and demand to abolish the resolution of the Deliberative Council of the Ministry of Finances dating November 21, 2008 -  reports Information Center of Kakheti.

The regional tax inspections demand farmers to pay abolished taxes on land based on the resolution of the Deliberative Council of the Ministry of Finance dating November 21, 2008. Farmers were warned about having their land confiscated unless they pay tax. The plot owners say that land tax was first abolished in several districts of Kakheti in 2000 because of the natural disaster. Then amendments were introduced to the Tax Code of Georgia on July 11, 2007 which abolished land tax and debts accumulated in arrears prior to January 1, 2005. However, land owners are now demanded to pay land tax and arrears accumulated since 2000.

The land owners have comparative acts which are based on the July 11, 2007 amendments to the Tax Code and which invalidate arrears. Now land owners are demanded to pay much more money than they owed before January 1, 2005.

The land owners reported to the Information Center of Kakheti that this resolution created problems for 5 400 land owners only in Dedoplitskaro district. They claim that the only source of income for them is harvest gathered from their plots. “The resolution of the Deliberative Council of the Ministry of Finances of November 21, 2008 does not comply with the amended Part 21, Article 281 of the Tax Code of Georgia. We consider that this is the gross violation of law. Therefore, we petition to the President and the chairperson of the Parliament of Georgia to study the case and take active steps for abolishment of this illegal resolution,” states the letter.
