Public Registry Issued Passports Incorrectly

April 13, 2009

Public Registry withi the Ministry of Justice started to issue 42-page passports instead of 32-page ones. However, later it was found out that people still can get passports with 32 pages.

Tsismari Nanuashvili reported to the Human Rights Center that getting new passports is connected with some problems and the price is increased with 5 GEL. Nanuashvili paid price for the passport with 48 pages but finally she was given the passport with only 32 pages.

“On April 6, 2009 I was called at the agency of public registry in Barnovi Street, Tbilisi to get the passport but I was told that they did not have passport with 32 in the office and if I paid 5 GEL extra they could prepare the passport with 48 pages. Since I did not need the passport immediately I could wait for the thinner one but the employee of the public registry told me I could not get the passport until the new resolution on issuing old passports are released. Consequently, I paid the money and one day later it was ready. When I was checking the data on me in the passport I found out that the passport had only 32 pages,” said Tsismari Nanuashvili.

Representatives of the Public Registry assessed the incident as inaccuracy of the personnel and suggested the people to apply to the same office where the passport was issued and they will get the passport for which they paid.

“It is ordinary inaccuracy of our personnel; there is no restriction regarding issuing passports with desired amount of pages. The people with similar complaints can visit the same offices and demand to correct the mistake of the personnel,” said Mamuka Samkharadze, head of Passport and Registration Department of the Public Registry of Georgia.

If similar facts occur in future, the Human Rights Center suggests the citizens to apply to the Agency of Public Registry in order to eradicate similar mistakes.
