New rules and restriction of punishment for manifestation will be discussed at the Hotel “Ambassador” today.

Representatives of international organizations, lawyers, experts and human rights defenders will organize a round table on the draft-amendments to the Law of Georgia on Assembly and Manifestation, Law of Georgia on Police and Administrative Code of Georgia.

Legislators clarify that the rule of manifestation is not going to be changed but it will be specified in order to prevent organizers of manifestations from interpreting the law.

It is specified in the law that streets can only be blocked if required amount of people will gather during the demonstration and etc. Also there are some prohibitions that are connected with blocking of streets with any constructions or means of transport. According to the “Draft amendments to the Law on Police”, law enforcement officers can use non-lateral weapon during dispersing the demonstrators. According to the authors of the draft amendments, these weapons are not danger for life and are recognized by the international norms.

According to the “Law of Georgia on Police and Administrative Code” disobedience to police and hooliganism are punished with 3-month imprisonment instead of previous one-month imprisonment. Also, making inscriptions on the administrative buildings and near its territory is prohibited. Fine is increasing toward demonstrators as well as organizers for violating the rules of organizing the demonstration and etc.

Lasha Tordia, Pavle Kublashvili and Murtaz Zodelava, members of the Parliamentary majority, are authors of the draft-amendments. Today, the bill will be discussed with one hearing by the Legal Committee of the Parliament.
