It has become Difficult to Obtain Public Information from Governor’s Office in Kakheti Region

August 12, 2009

It has become quite difficult to obtain public information from the governor’s offices in Kakheti region, Kakheti branch of NGO the Human Rights Center reports.

According to the representatives of Human Rights Centre Kakheti branch, in recent times governor’s offices in Kakheti often do not respond to the requests on public information at all.

“Besides, there are instances when the government delays granting public information or demands paying the money despite the fact that the applicant had not asked for a copy of the requested document. Our organization requires taking discipline measures against those officials who are responsible for providing public information in such cases based on Article 78 of Law of Georgia on Civil Service which deals with administrative misdemeanor. The heads of the local governmental bodies do not take punitive measures against their employees who do not follow the law and act irresponsibly. Therefore, we assume it is difficult for people to receive public information due to the illegal instructions of the leaders of these institutions,” said the representatives of the Kakheti Office of the Human Rights Center.
