The Public Defender Addressed the Head of Parliament

August 25, 2009

Sozar Subari, the Public Defender of Georgia, addressed the Head of Parliament for the reason that there were some obstacles for his employees while monitoring in Penal Administration Departments.

Sozar Subari demands a guarantee that his employees will be able to carry out their professional duties without any obstacles. He also demands that the presentation to the Georgian Parliament and to the UN Sub-Committee on the Prevention of Torture of reports on the human rights situation, prepared by the Public Defender’s Office,  is not to be hindered.

According to the Public Defender, officers of Prison 7 did not allow the employees of the Public Defender to talk to the prisoners in confidence. Despite the statement made by Akaki Seperteladze, Deputy Minister for Probation, Penitentiary and Legal Services, that there would not be any obstacles for the Public Defender’s employees while carrying out their duties, the hindering of  monitoring carried out by the employees of the Public Defender still continues. Namely, on August 18, employees of the Public Defender had problems to enter Ksani Prison No 7 and they had no opportunity to talk to prisoners in private.

According to the Public Defender, the above-mentioned facts directly violate the Georgian Legislation and the Obligations of International Treaties ratified by Georgia.
