Russia Must to Allow Observers in Abkhazia and so-called South Ossetia Till the End of the Year

The Council of Europe set deadline for Russia till the end of the year to allow observers of the EU in Abkhazia and in so-called South Ossetia. They also demanded to allow Georgian people to travel without restriction in the abovementioned territories and to allow all kind of humanitarian aid in the conflict zones.

The official website of the Council of Europe reports that this request was included in the resolution of the Parliamentary Assembly of the CoE, which was approved in Strasburg yesterday.

It was also mentioned that Russia continues to violate the agreement on ceasefire which was signed with the mediation of EU. Russia does not withdraw its troops from the conflict zones to the territory where they were deployed before the war.

According to the resolution, Russia refused not only to fulfill the agreement, it unilaterally recognized the independence of Abkhazia and South Ossetia and in fact set up military, legal and diplomatic relationships with those de-facto regimes.
“Russia increased the number of military forces on the occupied territory and announced the construction of three –naval and air-service bases. During the last year the number of incidents has increased; Russian military airplanes illegally flew into Georgia”, it is said in the resolution.

It is mentioned in the document of the CoE that Russia does not support the observers of EU and OSCE to arrive in the region. The observers should arrive in the conflict zone according to the previous two resolutions, which were accepted by the CoE. The CoE reminds Russia that the previous two resolutions obliged Russia to stop ethnic cleansing and to improve the results of the ethnic cleansing of ethnic Georgians in the regions.

“Despite this fact, Russia is tolerant and supports forceful introduction of a passport system for ethnic Georgians in Akhalgori and Gori Districts; also, restriction of education rights of the residents of these district”, it is noted in the resolution.

By neglecting the requirements of the CoE, Russia refuses to admit the competence of the International Court in regard with the human rights violations in the occupied territories.

Russia assessed these requirements as provocative and stated they cannot be realized.

According to the information of the “grani.ru” Council of Europe did not support the decision of re-discussion of the authority of Russian delegation.

72 members of the CoE voted for the re-discussion of the authority of the Russian Delegation for not fulfilling the requirements of the resolution. The requirement stated that Russia not only breached resolutions N 1633 and 1674, but also its activities are far from the fulfillments of the resolution.
