Semnebi: “EU Could Do More to Avoid War in August 2008”

Special representative of the EU in South Caucasus Peter Semnebi stated Georgia-Russian relationship was escalating throughout the year before August war in 2008.

“It will take long to analyze the causes of the war. There were a lot of dangerous moments during this period. It is enough to recall fall of Russian sky-rocket in Georgia; after that situation escalated in two directions in the region: on the one hand between Georgia and minorities and on the other hand between Georgia and Russia,” said Semnebi.

According to him, both sides have different approach towards Tagliavini report, but today they should think about future and should not focus on the events on 7-8 August 2008.

According to Semnebi, the purpose of the Tagliavini commission was not to punish somebody.
“This is a lesson learned by the parties from the situation. EU could not assess risks and probably we could do more to avoid the conflict. If we had been represented with larger forces in the region before war, it could have impacted on the situation,” said Semnebi.
