Humanitarian Aid of the EU Was Not Distributed among IDPs

The humanitarian aid brought for the IDPs victimized during the war in 2008 was brought in Khelvachauri district. The aid consisted of macaroni and it was exchanged with tangerines. The tangerines were taken and sold in Tbilisi. It is strange why the EU humanitarian aid did not reach the IDPs and how it turned up in the hands of private people.

The people, who brought the aid in Khelvachauri requested 5 boxes of the so-called super tangerines in exchange of 5 boxes of macaroni. They justified the high price of the macaroni by its origin – it was EU product.

Locals did not care why the macaroni was changed into tangerines.

Davit Kavtaradze: “They requested good quality tangerines. They were offering one packet of macaroni for one box of tangerines; saying it was good macaroni. Before that, boys used to bring apples from Gori to exchange with tangerines. I exchanged tangerines with apples then and I did the same about macaroni now.”

The Human Rights Center interviewed the driver of the mini-bus. He avoided our questions. The only thing he said is that he is a driver and does not have any information about the macaroni.

Our doubt that the macaroni was humanitarian aid for IDPs is proved by the date indicated on the packets; it expires in March and April 2010.
