Opposition Parties Hired Members of National Movement as Commission Members

Opposition parties nominated the employee of the Ozurgeti district culture center and Georgian national service of statistics to the members of the election commission in Ozurgeti district # 60. Almost equal situation is in other districts, in fact, the candidates of the opposition parties are members of the National Movement. Furthermore, they work for the ruling party.

Ozurgeti district election commission # 60 is located on the third floor of the Ozurgeti district administration building; most commission members are supporters of the National Movement. The secretary Natalia Aroshidze left her job at the national registration agency of the Public Registry based on the minister’s resolution several days before the pre-election campaign started. During the parliamentary elections Aroshidze occupied the same position and after the elections she returned back to the registration agency. Teacher of the Ozurgeti public school # 4 and close relative of the coordinator of the Guria regional office of the National Movement Darejan Ruseishvili is appointed commission member by the Central Election Commission. The director of the public school # 4 Tariel Kalandadze told us Darekan Ruseishvili is not on holiday currently.

Opposition Party “By Ourselves” nominated the employee of the Ozurgeti district culture center as a commission member. Members of the opposition party “Entrepreneurs” nominated Severian Sajaiam supervisor of the Guria regional office of the National Service of Statistics. Sajaia said he neither resigned from his work nor is on holiday. “I am hired based on the contract. I can do my job even at 1:00 am or at 7:00 am. Nothing can hinder my activities.”

Chairman of the NGO Democratic Union of Georgia Levan Khintibidze said that election commission is collegial public institution and it is regulated under the Law on Public Agency. Thus, person working in one public agency cannot be commission member (article 64). As for the teacher, the situation is a bit different; school teacher can be commission member but one job should not create problems in another one. If the teacher is not on holiday and her activities coincide with the working hours of the election commission, the teacher cannot do any of her jobs properly; and it is inadmissible by the Georgian law.
