The Human Rights Center VS Ministry of Finances of Georgia

The Human Rights Center blames the Ministry of Finances of Georgia in the oppression on entrepreneurs. According to the human rights organization, based on the oral directions of the
Ministry, the tax agencies in Kakheti region compel the local entrepreneurs to submit tax declarations in an electronic form.

“According to the Tax Code of Georgia, submitting the electronic form of the declaration is not obligatory. However, according to the statistic data, in March and April, in Tsnori, Dedoplistskaro, Sagarejo, Gurjaani and Lagodekhi districts the tax agencies did not accept the printed copies of the declarations. The entrepreneurs, who do not have access to internet, have to fill in the declaration forms in the private offices for what they pay 7 GEL for each document. Unless the entrepreneur submits the electronic version of the declaration, the tax agencies threaten them with inspecting their business and other forms of punishment,” said the representatives of the Human Rights Center.

The representatives of the Telavi district office of the Tax Department confirmed that the entrepreneurs have to submit electronic versions of the declarations. Representative of the Telavi office Giorgi Verkatsashvili clarified that the Tax Code does not envisage similar obligations, but the Ministry of Finances had requested it and every entrepreneur has to obey their directions.
