The Human Rights Center Presented Report on the Mentally Disabled People

The Human Rights Center presented the report on human rights violations of the mentally disabled people. The report was prepared in the framework of the project “Legal Aid for Mentally Disabled People in Georgia.”

Project coordinator Olga Kalina stated that they monitored the situation in many mental hospitals and rehabilitation centers of Georgia. More than 90 people were provided with free legal aid; several cases are still discussed at court. According to the project coordinator, the reforms of the healthcare ministry are mostly focused on the people with physical disabilities rather than on the people with mental problems.

“Mentally disabled people are isolated and they spend years in the prison-type institutions. The biggest problem in the system is the fact that patients do not take rehabilitation courses after medical treatment. They are not reintegrated in the society. These people spend 11, 15 and more years in mental hospitals because they have nowhere to go,” said Kalina and clarified that there are three rehabilitation centers in Tbilisi, Telavi and Kutaisi. There are 120 places in them though 72 000 patients need medical treatment.

“The people with mental problems shall be integrated in the society and rehabilitated though this system is not developed in Georgia at all. These people are not employed. After hospitals they stay at homes and get 80-GEL pension which is not enough for living,” said Olga Kalina.
