The Human Rights Center is accusing the head of Telavi Department of Social Service Agency, Tamar Nogashvili in indifference. According to Human Rights Defending Organization, the life of three little children of Nuskhelidze’s family from the village Vanta, Telavi Region, are endangered, and the agency has not been reacting on time.

Nuskhelidzes live in one room. The room has neither door, nor window or floor. The water is flooding from the roof. There are two shaky beds and an old wardrobe in the room. Five people sleep in two beds. The toilet is in the same room. 2 years older is of limited capacity and can’t move independently, 4 years old Lika can’t talk. Nuskhelidzes don’t have electricity. 2 children already passed away because of unendurable conditions.

According to the neighbor of Nuskhelidze family, Maguli Nuskhelidze, the head of family Zurab Nuskhelidze often drinks and seldom comes home, and his wife leaves his children with no supervision for whole day long. “Not too long ago, when parents were not home, the oldest child had taken out the invalid child. They have a water puddle in front of room. The invalid child was dumped in the water, and he might even have drowned without our help,” – says Maguli Nuskhelidze.

According to the deputy of territorial organ of the village Vanti, the Telavi Department of Social Service Agency has been informed on this issue.

“Our social workers have been working on this case, but we can’t do anything before finding certain solution. Where can I take these children? They don’t have any documents. No orphanage will take a child without birth certifications. Besides, we need parents’ consent to put children in orphanage,” – states the head of Telavi Department Social Service Agency Tamar Nogashvili.

According to Human Rights Center, parents are refusing the transfer of their children to the orphanage.

“In case of denial, Telavi Department of Social Service Agency was obligated to raise a complaint of restricting parents’ authorities with the request of transfer of children to a safer place. As for Nogashvili’s statement, that children and parents don’t have documentation and this is the hindering factor, the agency was obligated itself to organize the documentation since the lives of children are endangered. The fact is that the agency officials are being indifferent,” – noted the Human Rights Center Kakheti Office.
