Faded Colors of Baden-Baden in Gori

740 000 GEL is paid to about 80 yard-keepers and dustmen per year to clean Gori. In parallel to it, the Gori municipal board requires 1, 10 GEL for one square meter from private and legal entities for cleaning. Despite such a huge income, the town and particularly the villages are full of rubbish. In addition to that, the yard-keepers and dustmen protest unpaid salaries of August which were due to August 25.

Since 2007, company “ArkMshenStudio 2002” was in charge of cleaning the town of Gori. In August of 2010 the Shida Kartli regional governor seized the right to carry out the abovementioned activities based on the results of the competition which was earlier announced by the district administration.

On July 28, 2010 Gori municipal board established the Ltd “Gori District Office for Public Service and Amenities” which was put in charge of cleaning the town. Consequently, the people who worked for the “ArkMshenStudio 2002” Ltd moved to the Gori District Office for Public Service and Amenities. However, the employees have not taken their salaries for August 2010 which were due to August 25.

Head of the Gori District Center for Public Service and Amenities Nukri Abalaki said in his interview with the Human Rights Center that the reason of the delay is the changed legal status of the organization, preparation of plastic cards and the delay in getting new IDs of many workers. According to the Gori municipal board, the ArkMshenStudio 2002 had already received 1 483 900 GEL this year and 540 700 GEL of it was envisaged for cleaning and amenities.

Gori office of the Human Rights Center requested information about the ArkMshenStudio 2002 on July 7 from the Gori municipal board. This company had been in charge of every activity in the town – paving the streets, cleaning, repairing of roads, building schools, repairing street lights, construction of bridges, releasing water in fountains, decorating parks… Despite all that, the new regional governor found Gori very polluted. 

Nothing has changed in Gori since the president of Georgia called it “Baden-Baden” in 2006 (when Mikheil Kareli was the regional governor); the town remained the same “Baden-Baden.”

According to the information provided by the municipal board, in 2008 the board announced competition on cleaning the town from rubbish and taking care of the town landfill. ArkMshenStudio 2002 won the competition. The company requested 559 966 GEL for taking part in the competition where it did not have any other rival.

In 2008, Gori municipal board announced competition on rehabilitation of streets in the town and in the villages. The purchase was divided in three lots. ArkMshenStudio 2002 won the third lot which envisaged repair of the streets in Gori. The winning company received 149 981 GEL. The agreement was signed on April 30 and the activities finished 55 days later. The company did not have any rivals in this lot either.

In 2009, Gori municipal board announced competition in cleaning the town from rubbish and taking care of the landfill. ArkMshenStudio 2002 won the competition again and received 680 000 GEL.

On March 20, 2009 Gori municipal board announced competition on the rehabilitation of the streets and pavements in Gori. The purchase was divided into two lots; the ArkMshenStudio won the second lot. The second lot envisaged the reconstruction of the pavement and construction of two bus-stations near the IDP settlement in Gori. The price of the implemented activities was 116 917 GEL. The rival of the company was Road Construction Department # 1 which requested 130 000 GEL for the same activities.

In 2009 Gori municipal board announced competition for the repair of asphalt in Gori in the newspaper “24 Hours.” ArkMshenStudio 2002 won the competition without any rival in it. The price of the project was 234 491 GEL. The agreement was signed on May 1, 2009. The activities finished before June 25, 2009.

In 2009, Gori municipal board announced competition on the rehabilitation of the drinking water systems in Gori and villages. The purchase was divided into five lots. ArkMshenStudio 2002 won the third lot which envisaged supply of the Nadiradze Street in Gori with the drinking water; the price of the project was 74 000 GEL. The agreement was signed on May 27 and they finished the activities before August 20, 2009. The company did not have a rival in the lot.

In 2010, Gori municipal board announced competition on cleaning the town from the rubbish and taking care of the landfills. ArkMshenStudio 2002 won the competition. The company received 740 215 GEL for the activities and it did not have any rivals in the competition.

In 2010, the municipal board announced competition on the rehabilitation of the Gori streets. The purchase was divided into two lots. ArkMshenStudio 2002 won the second lot which envisaged widening of the Tskhinvali Road and reconstruction of the pavement. The budget for the activities was 140 842 GEL.

In 2010 the municipal board announced competition on the repair of the streets in Gori. ArkMshenStudio 2002 won the competition and received 249 757 GEL for the implementation of the project. It did not have the rival.

As you have seen, ArkMshenStudio 2002 did not have rivals in the abovementioned competitions at all. Chairman of the Gori municipal board Zviad Khmaladze is considered to be the protector of the company. Alika Makrakhidze said in his interview with the journalist of the newspaper “Liberal” Nino Topuridze that one of the local journalists spread similar rumors about him. “Tsitsikashvili is spreading all those rumors about me. Why do not inquire information about other companies? Do you know only my company? Why do not inquire the information about Soso Makrakhidze? Geno Abalaki?” said Alika Makrakhidze. By the way, Soso Makrakhidze is his brother and is head of one of the companies working in Gori.
