“Russian Reporter” – War after War, Why Russia Lost Fight for Peace

A special report by Russian Reporter titled “War after war, why Russia lost fight for peace” refers to current Tskhinvali situation.

A journalist Iulia Vishnevetskaia writes that a war in the so-called South Ossetia is still on.

“War in South Ossetia still proceeds, though this time Russia is fighting with South Ossetia not with Georgia. People don’t kill one another; however, they blackmail, accuse and put in prison… Tskhinvali is still in ruins now as it was during the War… Having recognized the Region independence in 2008, Russia hoped to put Tskhinvali in its own political and economic impact, this is impossible till today though. South Ossetia government attempts to manage huge Kremlin funds via the laws of non-recognized State, viewing Russia-imposed restrictions as treason”, Vishnevetskaia writes.

According to the Reporter, Russia-allocated sums for South Ossetia will exceed 6 billion rouble in 2011.

“Till recently Russia had been striving to strictly control the expenditure part of the allocated financial aid, demanding regular reports from construction companies. From next year the scheme will be changed and the sum will be directed straight to the Republican budget. The Russian Party views will be limited to recommendations only. Thus, Ossetian officials will become more independent. Having considered the past 2 years’ experience, it is easy to imagine the outcomes of this decision”, the Russian Reporter journalist says.

According to Vishnevetskaia, the so called South Ossetia has been facing dual power for a year.

“There has been a not so steadfast diarchy of Ossetian President and Russian Premier in the Region more than a year. Vadim Brovtsev was appointed South Ossetian Cabinet Chairman in 2009. Prior to that, he had headed a large construction company in Cheliabinsk. He happened to occur in Tskhinvali by the recommendation of his counterpart and Deputy Regional Development Minister Roman Panov… He is the 3rd that Kokoity tries to get rid of. The first one Iuri Morozov was dismissed after a week from the War. The 2nd one Aslanbek Bulatsev was only 3 months on his post, the ones in masks went and “turned him over”. The official reason for his resignation was “bad mood”. Brovtsev has been trying to endure for 2 years already, although whether there are people who he can rely on is the main question”, the Russian Reporter.
