Administration of President and Several Ministries Refuse to Cooperate with New Website

The Administration of the President and the Ministry of IDPs from the Occupied Territories, the Ministry of Interior Affairs and Ministry of Education have refused to cooperate with the project launched by the foundation Open Society – Georgia and the institute Free Development of Information.

The statement was made by organizers at the presentation of the new website www.opendata.ge.

The new website publishes information on salaries, bonuses, budgets and reserve funds of the ministries and other agencies.

The organizers say the most confidential ministries are the ministries of refugees, MIA and education, as well as the administration of the president. According to them, the most transparent ministry is the ministry of reintegration of Georgia.

Within the framework of the project, questionnaires concerning salaries, funds and bonuses were sent to 21 institutions. 11 among them partially answered the questions, 5 gave full answers, and 4 refused to cooperate at all. As for the defense ministry, they explained their refusal by the requirements of the law.

“There are cases when the amount of bonuses exceeds the amount of salaries. The case was revealed in the ministry of agriculture. In all other ministries the funds of salaries and bonuses are equal. Information, published on the website, is based on data of 2008, 2009, 2010”, the organizers of the project said at the presentation.

The information about salaries and bonuses of the public agencies should not be secret. Expert Davit Narmania told the journalists about it during the presentation of the website.

“The information about the salaries and bonuses should not be secret. It is part of public finances. So, any information about these finances is transparent except the information which is a state secret according to the law and does not contain information about salaries and bonuses,” said Narmania.
