Why Were Squares Assigned to the Gori Agricultural Market?

Chairman of the Gori municipal board Zviad Khmaladze assigned the 14-hectare square to the Trading Center Ltd under lease agreement. The instruction was approved by the municipal board at the final session of 2010.

The municipal board approved instruction # 134 but the lease agreement has not been released yet. According to the lease agreement the Trading Center will have to satisfy the following requirements:

“The property shall be assigned for its further rehabilitation and the territory shall be used only for its original purpose without any commercial interests.”

Zviad Khmaladze added in the instruction that their decision aims to improve the esthetic look of the town.

Ltd Trading Center is the former agricultural market. Its partner is Ltd Georgian-Israeli Project Management with Giorgi Bochorishvili as a director.

Zviad Khmaladze’s instruction contains two contradictory paragraphs. More precisely, Paragraph II Part I states that the property will be assigned to the Trading Center for its further rehabilitation and for the usage for its original purpose; however, Paragraph II –“b” states:

“The lease-holder shall invest money till February 1, 2011 in order to arrange agricultural market in the corresponding territory.”

The Gori office of the Human Rights Center could not understand the meaning of “arrangement of the agricultural market in the corresponding territory.”

In order to clarify the misunderstanding we applied to the lawyer of the municipal board Nikoloz Adikashvili. He said he had no information about the issue. Then we applied to the administration of the municipal board. The representative of the administration Marina Gengiuri said the project was prepared by the property management department of the district administration. Then we applied to the specialist of the property management department Zaza Khuroshvili.

“The corresponding territory” is not the green zone which will be assigned to the Trading Center. The lease agreement has not been signed yet which will clarify everything,” said Zaza Khuroshvili.

This article was already prepared when we were called from the economic committee and informed that they would amend the instruction and add “the corresponding territory which is occupied by the Ltd.”

Nevertheless, the Gori office of the Human Rights Center cannot understand why the district administration orders the Trading Center to invest money for the rehabilitation of the territory which is already its property.

Instruction # 134 of Zviad Khmaladze states: “The property of the Gori district administration - square (3 423 sq. meters) in Guramishvili Street, square (8 350 sq. meters) around the Mzechabuki Monument, green zone (2 657 sq. meters) near the trading center shall be assigned to the Trading Center for financial profit under lease agreement.”
