Thomas Hammarberg Will Publish Report on Georgian Penitentiary in July

The high commissioner of human rights of Council of Europe Thomas Hammarberg will publish the report on Georgian penitentiary in July.

As Hammarberg stated at the press conference held on April 20th, the report will refer to the protracted cases of investigations on the facts of violations of law committed by the law enforcement officials during the November of 2007 and spring of 2010.

Hammarberg states he will emphasize the necessity that people should not have an impression on the existence of selective justice. He states that he has many materials to analyze and form recommendations. “There is a progress made regarding the cases of juveniles in the penitentiary system, but my obligation is to react on the problems,” according to Hammarberg.

The High Commissioner of Human Rights of Council of Europe visited Tbilisi for four days to study the cases of penitentiary.

According to Hammarberg, the representatives of government assured him that they will start working on the various problematic issues in the system of penitentiary.

Hammarberg also talked about the issues which show the progress. The government representatives assured the high commissioner that very soon they will start working on the criminal code and will determine the issues related to very strict terms of sentences.

“I was promised that they would consider the issues which concern the low percentage of the verdicts of not guilty. According to my knowledge, the number of such verdicts is lower than 1 percent. This number is very low,” – stated Hammarberg.

According to him, this is the positive reaction received from the government. Thomas Hammarberg visited Tbilisi for four days for studying the penitentiary system.
