Candidate of the National Movement Uses Administrative Resources for His Pre-Election Campaign

Vasil Davitashvili – candidate of the National Movement for the interim parliamentary elections in Telavi Election District on October 2, 2011, is using administrative resources for his pre-election campaign.

According to the Information Center of Kakheti, Vasil Davitashvili resigned from the position of Telavi district governor on August 31 and next day the National Movement nominated him to be their candidate in the elections.

After resignation and being named as a candidate Vasil Davitashvili still uses service phone (577 583 583) funded by the state budget. This phone-number belongs to the Telavi district administration and phone call expenses are covered from the district budget; so Vasil Davitashvili can make free calls to every employee of the local authority, who also have service cell phone numbers.

We kindly remind you that during the interim parliamentary elections in Gurjaani district in May of 2010, the Transparency International - Georgia sued the single mandate candidate of the National Movement for having used service phone number during the election campaign. Then, the ruling party provided the Central Election Commission with the official letter of the Gurjaani district administration dated by April 27, where they requested the cell company “Geocell” to switch off the concrete phone number from the regime of service phones. Based on the letter, the CEC did not satisfy the suit of the TI-Georgia.

The ICK checked the information about the district governor’s cell phone number but the Telavi district administration has not petitioned to the company Geocell to switch of the number  577 583 583 from the regime of service phones.
