New Capital Sues Tbilisi City Hall and Public Registration Agency

Company “New Capital” sues the Tbilisi City Hall and Public Registration Agency regarding one of the construction entities of the Cartu Group.

The Company Lawyer Archil Kbilashvili told the news agency “Pirveli” that the suit will be filed to the Tbilisi City Court on November 16.

The company requests to annul the administrative acts which revoked the right on construction.

“The case deals with the territory of the New Capital where the latter intended to construct car-parking. After the Company had already spent 1, 800 million GEL on the activities, the Tbilisi City Hall got in touch with the Public Registration Agency and requested to revoke the right on construction. The latter satisfied their request. And we want to annul their decision” said Kbilashvili.

“In order to suspend agreement or construction, the City Hall shall appeal to the Court and verify its decision to withdraw from the agreement and if the Court accepts their proofs, their request will be satisfied. In this particular case only one party, the City Hall, expressed its desire to withdraw from the agreement but it does not mean that the construction agreement was suspended. Their request in the email to leave the estate was exaggeration without any legal grounds,” Archil Kbilashvili told the Radio Tavisupleba.

Cartu Group also spread special statement regarding the issue. Then the Tbilisi City Hall expressed its surprise with the statement and published official statement on October 28. The City Hall stresses out that the property belongs to the self-governmental unit and the territory was assigned to the Company New Capital under construction right to build a car parking for general public use and not for a concrete company.
