The Impunity Syndrome in the Caucasus

The report The Impunity Syndrome in the Caucasus: The Situation of the Georgian-Russian conflict of August 2008, is a follow-up of the report Unable or Unwilling? Georgia’s faulty investigation of crimes committed during the Russo-Georgian war of August 2008, which the NHC published earlier this year. The new report investigates the current situation and the latest developments in the conflict, and it concludes that since Russian and Georgian investigations in relation to the August 2008 war have proven ineffective, the Prosecutor of the ICC should at the very least require proof of progress in domestic investigations within a defined timespan.
