Presentation of Report of Human Rights Center

On February 3rd the presentation of report of Human Rights Center “Monitoring Freedom of Peaceful Assembly in Georgia in 2011” was held in the hotel Holiday Inn.

The international organizations, representatives of local NGOs, human rights defenders and Ombudsman Giorgi Tughushi attended the presentation.

Before the presentation the executive director of Human Rights Center Ucha Nanuashvili stated to Palitra.tv that they conducted the monitoring of 75 peaceful actions in 2011 and established that in most cases rights of peaceful demonstrators were violated and the excessive use of force was observed from the side of the policemen. According to Nanuashvili, there are problems both in the legislation, as well as in practice.

According to the statement of Ombudsman Giorgi Tughushi, there were attempts in 2011 to improve the legislation; however, the laws still need to be improved. According to him, serious problems were noted in 2009 in terms of aggravating the legislation. However, he notes that the legislation is not as problematic as its practical implementation.

Representative of Human Rights Watch Giorgi Gogia states that mostly people were detained through administrative means due to opposing police and violating public order. They conducted the monitoring of individuals detained by administrative means and it turned out that their rights are violated and protection is not guaranteed.

The report prepared by Human Rights Center is supported by OSCE/ODIHR and it reflects the monitoring of the actions conducted from January 1st till June 30th of 2011.
