Mikheil Saakashvili Ordered to Abolish Penitentiary System

The president of Georgia ordered to abolish the penitentiary system and to form it in a new manner.

Saakashvili instructed Vano Merabishvili to personally control the system at the special conference in the president’s residence.

According to the president partial changes have been carried out in the penitentiary system at the beginning of the reforms though main thing turned out to be as detestable as it was.

“The situation is much more serious than it concerns to the competence of the Prosecutor’s Office or the Ministry of Internal Affairs. We need to abolish the penitentiary system completely and form it in a new manner, it needs to be transformed. It must be done like we acted in case of patrol police. This is the war of political discrediting evidences but I am not concerned about it much. I understand that it is ruled in a different way and it is connected with money but you must not give them reason and must not allow them to find your weak point. The system must not fall into the maniacs’ hands. We must show the zero tolerance to any human right violation as we did in case with the crime,” Mikheil Saakashvili stated.

The president ordered Vano Merabishvili to postpone all the other affairs and control the system.

According to Mikheil Saakashvili the penitentiary system is smaller institution than the patrol police and it will be quickly transformed.

Saakashvili ordered the law enforcement representatives to lead the patrol police in the penitentiaries.

As the president stated on the meeting with government representatives it is the temporary process before institutions are transformed.

“The same happened in case of police. Take patrol police groups into penitentiaries. It is not function of patrol police but now it is extraordinary situation till we renew everything fundamentally. This is the temporarily arrangement,” Mikheil Saakashvili stated.

According to the president everything must be changed in the institutions. The probation system must be widened among them to unload prisons.
