Representative of Unidentified NGO Insulted Nina Khatiskatsi

Observer of the Human Rights Center and expert in election issues Nina Khatiskatsi observed three polling stations # 11, 12 and 76 in Vake DEC # 2 in Tbilisi. She detected almost equal violations in all polling stations.

Cars with the representatives of the National Movement sitting in them are standing outside polling stations; they take some papers from voters, who leave polling stations; they also ask number and their surnames. The voters left the territory only after answering their questions.

Nina Khatiskatsi stated that this fact demonstrates that National Movement tries to influence voters’ will.

According to her, observers are hindered to carry out monitoring of polling process because almost every table of a registrator is placed close to the wall and it is difficult to monitor activities of registrators, who are sitting in the middle; so observers cannot detect violations in the voters’ lists.

Observers requested to separate tables but the commission did not respond to their notice so observers could not properly implement their activities.

The cameramen were demanded to video-record only ballot box in the PS but after Nina Khatiskatsi protested it and commission members received notifications from the DEC the problem was eradicated.

Irakli Kvaratskhelia, an observer from the organization Choice of Future in PS # 12 and neighboring polling stations clearly exceeded his power and acted like commission member. Namely, Kvaratskhelia replied to Nina Khatiskatsi’s complaints instead commission members and argued with her; moreover he even physically assaulted her.

“This person actively interfered in polling process and acted in favor of the National Movement. He took ID card and ballot paper from one of the voter and I said he did not have right. He replied to my remarks instead commission members and I suggested him to refrain from answering the questions which were beyond his competence. He replied – “mind your speech” and physically assaulted me. I filed a complaint regarding the incident and two witnesses signed it,” Nina Khatiskatsi said.

Later on Irakli Kvaratskhelia was still standing near a car outside the PS where UNM supporters were sitting and asking voters number and name after leaving polling stations. Khatiskatsi asked them what numbers they were asking people about and why they recorded names of voters in the territory of PS and they replied: “you should get answers at the UNM office.” 

Human Rights Center’s observers detected representatives of unidentified nongovernmental organizations in some other polling stations too. Center doubts several organizations were specially established for the Election Day in order to support fabrication of election results in support of UNM in polling stations.

Violation was observed in PS 65 in Saburtalo district, Tbilisi. HRC observer Giorgi Nanuashvili said that a lot of people had arrived at the PS from the early morning; although 4 registration tables were completely free in the room, the controller standing at the door did not allow voters to enter the room. Voters believe they artificially hindered the polling process.

News
