MIA will not Control the Agency for Special Government Connections and Information any more

The Ministry of Internal Affairs will not be able to control the Agency on Special Government Connections and Information which the MIA previously included within its competence.

The president made the change in the decree on the Approval of the Statutes of the Ministry of Internal Affairs. In this way the president withdrew the Agency on Special Government Connections and Information from the competence of this department. The above-mentioned agency is now totally subordinated to the Special State Protection Service.

The aim of the Agency on Special Government Connections and Information is to organize, develop and run the system of special government connections. It is also aimed at providing the technical means of protecting state secrets.

The agency runs and directs the system of special government connections in order to carry out its own duties. The president defines the status and the means of using the system of special government connections.

The agency, by means of a system of special government connections, provides exchange of confidential information between high officials from their permanent or temporary working or living places by closed connection; reliable, protected and trustworthy exchange of secret and open information;  in those departments of the government and other organizations which deal with state secrets according to Georgian legislation; exchange of confidential information between the diplomatic representatives of Georgia. The above-mentioned agency also provides subscribers of the system of special government connections with an interurban and international connection, a  data-transfer service and provision of internet in case of technical difficulties.

 Mikheil Saakashvili ordered the Special State Protection Service, subordinate to the president, to control one more state department. According to the president’s decision and the relevant decree the Special State Protection Service was obliged to take control of the Georgian State Procurement Agency. The latter was within the competence of the Ministry of Economy of Georgia before.
