Mr. Minister, Where Did Dagestan Mojahed Disappear?

January 25, 2013

Ministry of Internal Affairs of Georgia denies information about the detention of Mikail Kadoev, 26, who is Dagestan Mojahed and member of the Caucasus Emirate. ICK obtained verified information that officers of the Counter-Terrorist Center of the MIA arrested Kadoev on December 13.  The detainee disappeared when Georgian law enforcement officers were transporting him to Tbilisi. His whereabouts are still unknown.

“Kadoev was not arrested. He had all documents in order. He had not illegally crossed the road. So, maybe he is still in Georgia. We confirm detention of the second person,” head of MIA press-center Nino Giorgobiani told ICK.

ICK spread information about detention of Dagestan mojaheds Magamed Magamedov, 23 and Mikail Kadoev, 26 by the Counter-Terrorist Center of the MIA on December 17, 2012. According to the official information, Tbilisi City Court sentenced Magamedov to pretrial detention; he is placed in Gldani prison # 8. Prosecutor’s office accused Magamedov of illegal crossing of Georgian state border that is punished by imprisonment from three to five years under Article 344 of the Criminal Code.

According to the verified information, Magamedov arrived in Georgia in May of 2012 via Lapankuri section of the Georgian-Russian border line. Magamedov lived in Pankisi gorge during 6 months. As for Kadoev, he arrived here from Turkey a year ago. He had rented a flat in Tbilisi. Kadoev and Magamedov cooperated with the senior officials of the MIA Counter Terrorist Center, namely with former head of the Kakheti department of the Center Sandro Amiridze and officer of the same department Emzar Machalikashvili who supervised the Pankisi gorge. They knew that Magamedov and Kadoev stayed in Georgia illegally.

Magamed Magamedov confirmed that on December 13, 2012 officers of Counter-Terrorist Center arrested Mikail Kadoev together with him in Batumi, when they were visiting local Muslim family and they were transported to Tbilisi by different cars. However, they stopped in Gori and several minutes later he was told that Kadoev had run away.

“Before arriving in Tbilisi, they stopped cars for several minutes. Suddenly, they put shackles on me and when I asked what had happened, they said Kadoev had run away. I do not know how he ran away; the police officers were armed,” said Magamed Magamedov.

Reportedly, Magamed Magamedov and Mikail Kadoev are sought by Russian government. Magomedov clarified that he was persecuted by the representatives of the Russian government in Dagestan; he was arrested several times and decided to leave the country and arrived in Georgia. Kadoev is sought by International Police too.
