Hundred Thousands Sq. Meters of Land and Buildings Alienated to the Patriarchate for 1 Lari

Based on the decrees of the President Mikheil Saakashvili, in 2008-2012 the Patriarchate of Georgia received hundred thousands sq. meters of agricultural and non-agricultural land, buildings-facilities and other state property, for symbolic price – 1 lari.

According to the Institute for Development of Freedom of Information (IDFI), 14 agreements were signed between the Patriarchate and Ministry of Economy on alienation of state property to the Patriarchate via direct purchase for 1 lari.

The President’s decree on alienation of the state property for symbolic price does not show why the property was assigned to the Patriarchate for 1 lari.

According to the IDFI, based on the President’s decrees, issued on October 10, October 12 and 22 2012, state properties were assigned to the Georgian Patriarchate via direct purchase for symbolic price-1 lari; the total space of the assigned land was 8 725 sq. meters in Agmashenebeli sq. # 8 in Oni; in Rustaveli str.#24 in Bagdati and in Uznadze str. # 68 in Tbilisi.

Based on the president’s decree of September 18, 2012 nonagricultural plot of 2 300 sq. meters in Aragvispiri village in Dusheti district was assigned to the patriarchate for 1 lari.

In 2008-2011, based on the agreements between the Ministry of Economy and Georgian Patriarchate, the Patriarchate received: on June 13, 2008 – buildings # 1 and #2 and 3 000 sq. meters of nonagricultural plot attached to them located between Nutsubidze Street and intensification road in Tbilisi;

Building with total space of 993, 45 sq. meters and nonagricultural plot of 8 748 sq. meters attached to it in Arsha village in Kazbegi district;

Building with total space of 4 971, 44 sq. meters and nonagricultural plot of 2 272 sq. meters attached to it in Sioni street, Tbilisi. Also, building of cinema-house Khulo with total space of 486, 1 sq. meters and nonagricultural plot of 462 sq. meters attached to it in Khulo district;

On October 7, 2008 – building with total space of 727, 39 sq. meters and nonagricultural land of 1 107 sq. meters attached to it in Shavteli street, Tbilisi;

On October 6, 2010 – nonagricultural land of 80 sq. meters located in Shorapani village, Zestaponi district and a car Niva;

On September 16, 2010 – nonagricultural plot of 3 227 sq. meters and a building of 425. 1 sq. meters in Khtsisi village, Khashuri district; also, plot of 603 sq. meters and a building of 133 sq. meters in it.

Space of 24.55 sq. meters on the ground floor in Ivane Javakhishvili Street # 69, Tbilisi and a plot attached to it.

In the same year, nonagricultural land of 1206.5 sq. meters and a building of 122 sq. meters in Chuburi village, Mestia.

Also, nonagricultural land of 61 776 sq. meters and 19 buildings located in it with total space of 17 055, 86 sq. meters in Takidzeebi village, Shuakhevi district; nonagricultural land of 3 830 sq. meters and three buildings in it in Tsinandali str. in Tbilisi; land of 18 986 sq. meters and buildings with total space of 5 672 sq. meters attached to it in Lentekhi; nonagricultural land of 1 864 sq. meters and buildings with total space of 119.54 sq. meters attached to it in Senaki; land of 913. 7 sq. meters and a building of 147.8 sq. meters in Gejeti village, Senaki.

Land of 2 137 sq. meters and a building with total space of 402.17 sq. meters attached to it in Abisi village, Kareli district; Land of 1 235 sq. meters and building of 108.92 sq. meters in Elbakiaantkari village, Kareli district.

Seven buildings and nonagricultural land of 5 945 sq. meters attached to them in Chikovani street in Tbilisi.

Space of 1 230.61 sq. meters located on different floors in the building # 1 in Didgori Street # 64, Tbilisi and a land attached to it.

On November 25, 2010 the Patriarchate received a building with total space of 373 sq. meters and nonagricultural land of 2 175 sq. meters attached to it located in Aspindza;

Based on the agreements signed between the Ministry of Economy and Patriarchate from March 14 to September 2, 2012, the Patriarchate received the following properties for 1 lari: nonagricultural plot of 320 sq. meters in Guria street, Poti; nonagricultural land of 2 502 sq. meters in the St. Andria Monastery Complex, in Davit Agmashenebli street, Poti; nonagricultural land of 125 145 sq. meters in Vazisubani settlement, Tbilisi; nonagricultural land of 8 311 sq. meters and building of 235. 28 sq. meters in Gremi village, Kvareli district.

Director of the IDFI Levan Avalishvili said it is not reasonable when properties are assigned to the Patriarchate for symbolic price.

“It is not violation when state property is assigned to somebody for symbolic price because national law allows state authority to alienate property for one lari in particular cases; for example when good investment conditions are considered in the agreement. However, it is not clear why the property was assigned to the Patriarchate for 1 lari because it cannot invest any money in the property; consequently, this is gifted property,” Levan Avalishvili told ICK.
