Deputy Governors Again Changed in Marneuli District

Deputy Governors were again changed in Marneuli district like in Gardabani. There are some other similarities between personnel changes in two districts of Kvemo Kartli region – the new deputy governors are former MIA officers in both districts.

“Interim governors were changed in our district. They resigned based on their resignation applications. On August 20, former deputy governor Tamaz Enukidze lodged resignation application and on September 2 Merab Topchishvili submitted vacancy application for the position; the district administration is preparing decree on his appointment. As for the second deputy governor, he wrote resignation application on August 7 and next day Ramin Ismaylov occupied the position,” said head of legal service at Marneuli district administration Nino Dekanoidze. Humanrights.ge inquired about their working experience and Dekanoidze said they have high education and years-long working experience at MIA.

“Competition was not announced; they were appointed based on the decree of the district governor. The law grants this authority to the district governor and he did not need municipal board’s approval for it,” Dekanoidze added.

New interim deputy governor Ramin Ismaylov said it is easy for him to work in the district administration after police.

“In 2002 I finished police academy. Then I worked on different positions at the MIA before 2011. I quitted job at MIA based on my personal application. In 2012 I returned to Kvemo Kartli main department of MIA and worked as a head of district unit before August, 2013,” Ismaylov said.

It is noteworthy that his ancestor wrote resignation application on August 7 and Ismaylov submitted application to the district administration on August 8. 

Humanrights.ge asked how he learned about resignation of the previous deputy governor and he said district governor and senior officials had called him and asked “to be with them.”
