Thomas Hammarberg’s Report on Human Rights Situation in Georgia

September 26, 2013

On September 22, EU Special Adviser on Constitutional and Legal Reform and Human Rights in Georgia Thomas Hammarberg presented his forty-page report on human rights situation in Georgia during his meeting with CSOs. When starting the presentation, Mr. Hammarberg noted that Georgia is in transitional period. The report relies on the findings of the Special Adviser during his visits to Georgia for the past eight months.

“Thousands of complaints from individuals were filed with the Prosecutor’s Office after the October 2012 election. They were about unlawful or otherwise unjustified deprivation of liberty as well as ill-treatment. Among the many complaints there may well be those with unsubstantiated facts, but it is still imperative that all of them be considered and replied to,” Mr. Hammerberg wrote in his report.

One chapter in the report refers to the rights of ethnic, religious and sexual minorities. It says that on May 17, 2013 people could not express their peaceful protest, they were dispersed and police actively participated in violence.
