Funds for Social Projects Decreased in Gori District Budget

Next year budget of Gori district is increased at 1, 700 million in comparison to last year and it amounted to 18 659 500 lari. In 2013 Gori district budget was 17 092 800 lari. According to the next year budget, funds for the social projects were decreased at 90 000 lari and only 810 000 lari will be spent in this direction. Culture and sport development is the priority of the next year budget.

In comparison to 2013, the funding of culture and sport events is increased at 727 000 lari from the budget. According to the 2014 financial document, 2 400 000 lari is allocated for pre-school educational institutions. In addition to that, 400 000 lari is envisaged for the rehabilitation of kindergartens buildings. Last year, only 360 000 lari was allocated for kindergartens.

Financial Budgetary Commission of the Municipal Board is already discussing the draft of the next year budget; commission members have some remarks and recommendations on budget.

One part of municipal board’s members got discontent about the reduced funding of social field. Chairman of the fraction Mamulishvili Archil Sabiashvili said the amendments should be introduced to the budget. He requested to fund free canteen for impoverished people and shelter for homeless people from the next year budget.

Archil Sabiashvili, chairman of the Fraction Mamulishvili: “There are some priorities that should be reflected in the budget. Municipal board members sent our written petition to the district administration – to open canteen for impoverished people in the town that will cost 50 000 lari per year; in addition to that, a shelter shall be opened for homeless people.”

Second part of board members thinks priorities are properly envisaged in the next year budget and they will vote for the current version of the budget.

Mevlud Kapanadze, chairman of the Financial-Budgetary Commission: “Priorities were properly envisaged in the budget; municipal board also worked on the draft document together with the district administration and priorities were elaborated together. I think they are acceptable for the population and district.”

District governor Papuna Koberidze explained the reduced funding for social projects by new healthcare programs.

Papuna Koberidze, Gori district governor: “Healthcare program was launched in the social field and funding of the social projects reduced in the local budgets for that reason. Instead, infrastructural projects became priorities of the budget – kindergartens are free and 2, 400 million lari will be allocated for the field next year. I do not exclude possibility of some corrections in the next year budget as well.”

Chairman of the fraction National Movement Zviad Khmaladze said the budget was planned with weak management skills.

“Funds are allocated for infrastructural works but nothing new will be done for the rehabilitation of already existing infrastructure. They are not going to repair any roads next year; they will just fill in holes. I hope they will envisage our remarks, otherwise we will not vote for this budget,” Zviad Khmaladze said.

Board chairman Davit Razmadze said the priorities presented in the draft budget fully meet the public interests, though he does not excluded possibility of correcting the budget.

Davit Razmadze: “Final version will be approved before December 25. Priorities in the draft budget are ordinary self-governmental priorities. As for program budget, each priority shall be envisaged, all main articles of the budget are envisaged here, which are urgently important for our district.”

Soon municipal board will discuss the next year budget and final amendments will be introduced in it before December 25.
