Boli Community Attorney Arrested Under Bribe Charge

Today everybody is speaking about the arrest of Robinzon Gvritishvili, attorney of Boli Community (unifies 13 villages) in Akhalgori district. He was arrested for the alleged bribery. Some locals have list of families, who were victimized during August 2008 Armed Conflict.

“I am on the list but have received neither cottage nor compensation yet. So, somebody received either compensation or cottage instead of me. It could not happen otherwise. You can ask anybody here – everybody will confirm that I did not get anything. The commission for distribution of cottages and compensations also confirms this fact. I have been applying to Akhalgori district administration, Ministry of Refugees of Georgia for compensation but they refuse. I wonder why they gave me IDP status after the government changed,” woman from Akhalgori district said and showed a paper where her name is on the list.

The Chief Prosecutor’s Office has been studying distribution of funds allocated by foreign donors among victims of August 2008 Armed Conflict for more than one year. More precisely, the prosecutor’s office is studying distribution of cottages and compensation among IDPs from Akhalgori district and Liakhvi Gorge. 

Person, who had lived in Akhalgori district before 2008 Armed Conflict, could receive either cottage (in Tserovani, Tsilkani or Prezeti IDP Settlements) or financial compensation (equivalent of 10 000 USD in lari). It is noteworthy that attorneys of territorial entities were authorized to issue residence notification on each applicant for compensation/cottage. Akhalgori residents have been complaining about illegal distribution of cottages and compensations for the past 6 years. They mostly complained about Akhalgori district governor and attorneys of Mosabruni and Boli communities; people requested their criminal liability too.

The list of IDPs, who had received either cottage or compensation, was secret document for a long time. Many media organizations, including Human Rights Center, requested the list from the Ministry but it made public only after the 2012 Parliamentary Elections.

The list showed that not only Akhalgori district residents received cottages and compensations but also residents of Tbilisi, Kaspi, Mtskheta and even Vladikavkaz, North Ossetia. Akhalgori residents say they found dead people on the list. 

District residents say that Robinzon Gvritishvili (not only him) issued faked notifications on the people, who did not live in Akhalgori district at all: “Those people formally received financial compensations – 10 000 USD though they took only 5 000 USD and the person, who issued faked document, took another 5 000 USD. God will bless those people who started the process [against violators]! You cannot imagine how much money they have earned from fabrication of residence notifications. Everybody must be imprisoned,” a woman from Ikoti village told humanrights.ge.

“I definitely know that the process will not finish with the arrest only one person. Whoever is guilty in this case shall be prosecuted. However, please do not ask me names of people, who might be arrested because it is beyond my competence,” said Zviad Balashvili, chairman of the fraction Georgian Dream at Akhalgori municipal board.
