Company Winning Bid Is Sought

Gori district administration is looking for the company, which won bid competition in November, 2013. Ltd GPG participated in the tender and won it. According to the bid requirements, the Company had to rehabilitate underground passages in Gori. Several months passed but the Company did not implement its duties. Gori district administration sent letter to the company administration and requested them to implement the requirement of the bid but the Ltd GPG replied they will do their work in the frame of the estimated terms. After that, Gori district administration sent another letter to the company, which was sent back to them because the post service could not find the company in the indicated address. Lawyer of the Gori district administration cannot get in touch with the representatives of the Company. Gori district administration requests the Insurance Company Unison to reimburse the loss because it was guarantor of the Ltd GPG in the tender. Local authority had already transferred 50% of the tender funds 14 435 lari to the Company. According to the bid requirements, the company had to replace damaged tablets, to paint and repair interior, to install illumination in the underground passages.

Humanrights.ge inquired whether the district administration had studied activities of the company to estimate trustworthy of the bid participant; the lawyer of the district administration Revaz Gogiashvili said GPG fully met requirements of the bid competition. In addition to the Insurance Company was their guarantor and they never doubt about honesty of the applicant.

Revaz Gogiashvili: “Tender was announced twice but no companies applied for it. In the third attempt, the district administration offered companies to transfer 50% of the tender price in advance in order to attract them. Ltd GPG participated in the competition and won it. The company is registered in Tbilisi and had implemented similar activities. They received advance transfer but did not implement the work.”

Gori district administration is negotiating with the Insurance Company, which was guarantor of the GPG, and requests to reimburse the damage. Unless the Insurance Company refuses to pay the compensation, Gori district administration will appeal to the court.
