Non-governmental organizations about scheduled test-exams in the executive bodies of Tbilisi City Hall

Regretfully before the launch of test-exams, public servants were sacked from local self-governmental bodies in the capital city and in the regions. Civil society detects some threats in the ongoing developments, for example differentiation of employees/applicants based on political affiliations during test-exams. In this regard, public has questions about ongoing exams who do not trust impartiality of process.  

CSOs believe the test-examination process in local self-government bodies should be conducted impartially, transparently and without any partiality, which will guarantee legitimacy and fairness of the process.

Based on the aforementioned circumstances, we call on the competition commission members, officials of the executive and municipal bodies of local self-governmental agencies to conduct the scheduled test-exams in impartial and transparent manner. It is important to organize interviews according to general method of structural interview through asking similar questions to all applicants. It will reduce chance of discriminatory approach to candidates when asking questions or comparing their answers with each other. 

We would like to stress out that several NGOs have applied to competition commission for the permission to monitor the examination process. We again call on the City Hall to conduct the examination process in transparent way and give the interested organizations possibility to observe the process.
