Employees of budget-funded organizations threw chicken eggs at the MPs Giorgi Gviniashvili, Irma Nadirashvili and others from the United National Movement in the building of Gurjaani district administration. The MPs wished to attend the session of the fraction National Movement in the municipal board but they were not allowed to. Public servants from neighboring villages were purposefully mobilized in the district administration.

Video by the Information Center of Kakheti shows that Giorgi Dvali threw eggs at the MPs. At the same time, he used foal language in the administration building, scolded people and acted as hooligan. Giorgi Dvali has been specialist at the football club Alazani since January 2015. Football club Alazani is non-commercial legal entity founded by the municipal board and it received 120 000 lari in 2015 from the Gurjaani district budget.

After 2012 Parliamentary Elections until May 2013 Giorgi Dvali was head of social service unit at the Gurjaani district administration. At the same time, he was member of the commission to study results of natural disaster in Chumlaki village. Prosecutor’s office arrested Giorgi Dvali and two more public servants for the abuse of power. According to Levan Gvedashvili, Gurjaani district prosecutor’s office, commission members and residents of Chumlaki village made agreement – commission members issued false notifications and after receiving the compensation the “victimized” villagers shared part of the money to commission members.

Another person, who threw chicken eggs at the MPs in the district administration building was Zurab Khutsishvili, employee of the Gurjaani sport complex and activist of the Georgian Dream. The Gurjaani sport complex was funded with 49 000 lari from the local budget in 2015.

Mikheil Purtseladze, who actively participates in the controversy with the United National Movement since April 20, is manager of the football club Alazani. Purtseladze, together with other people working in the district administration and budget funded agencies, participated and organized break into MP Giorgi Gviniashvili’s working room in Gurjaani district administration on April 20, when they expelled the MP and his party mates from the room.

On April 21, Mikheil Purtseladze argued with the UNM members in the territory of Gurjaani sport complex and blamed Giorgi Gviniashvili in the murder of people in the past years; he scolded him that turned into physical controversy.

For the past three days, in working and non-working hours the following people actively participated in the activities against UNM members and in the break into the working room of the MP: head of property management service of the district administration Davit Nikolashvili, head of supervision service Durmishkhan Amisulashvili, chairman of the commission for economics and property management in the municipal board Levan Khaziuri, chairman of the commission on infrastructure and natural resources in the municipal board Zakro Kachlishvili, attorney of Vejini village Kukuri Jamatashvili, attorney of Gurjaani town Dimitry Arevadze and others.

Controversy between National Movement and Georgian Dream members started in Gurjaani on April 20 and still continues. The conflict started after UNM arranged anti-corruption commission in the office of the majoritarian MP. UNM representatives hang up a table on the door with the text “commission to study corruption and nepotistic activities of the Gurjaani district governor,” that irritated the district governor and his supporters.

On April 21, Prime Minister Irakli Garibashvili commented on the developments in Gurjaani.

“I would say that Gurjaani population fairly and adequately responded to the fact. The further developments of the situation are inadmissible for me  like throwing eggs etc but I would like to ask everybody to remember once again that Georgian population will never allow UNM or any destructive power to provoke situation. It is regretful that people used those methods against UNM which they really deserve.”
