Socially Indigent Person Was Fined With 10 000 Laris

On June 3, representatives of Human Rights House Tbilisi held press conference about fining socially indigent family with 10 000 Lari by the Tbilisi City Hall.

Darejan Chokheli-Tchelidze is socially indigent, single mother who is raising two children. As she says, because of the permanent homelessness and difficult economic conditions, both children have health problems. According to her, she was cultivating an unregistered land for a long time and this territory is her only source of income. 

“I have been cultivating this plot for 20 years. I was harvesting fruits and vegetables in the beginning, then, as long as I got homeless and had nowhere to go, I took the loan from Liberty Bank and with the help of relatives I built one room,”- said Darejan Chokheli. 
Darejan Chokheli built the dwelling on the illegitimate land at the end of 2014. According to her, she suspended the construction by the request of Supervisory Service. As she says, on May 22 2015, with the request of legalization of the land, she took the drawings to the City Assembly, personally met the Chair of the Assembly Giorgi Alibegashvili, who applied for her in City Hall. 

According to Darejan Chokheli-Tchelidze, in the City Hall she was told that they could not provide her with the residential place until 2016, because at that time the City Hall did not have housing funds. 

On June 1 2015, the City Hall fined her with 10 000 Lari because of building the house on the illegitimate land. The lawyer of Human Rights House Tbilisi, Eka Kobesashvili, represents her interests. 

According to Kobesashvili, the family is in the united database of indigent families with the score 7 730. As the lawyer states, Darejan Chokheli is extremely poor and the built house has no living conditions.
 
“I have personally addressed Tbilisi Assembly, City Hall, Tbilisi Mayor David Narmania, to help the family that has neither shelter nor income, but it had no results. It is a responsibility of the Local Self-government to provide Darejan with the dwelling space,”- told Eka Kobesashvili to humanrights.ge

According to the lawyer, she plans to appeal the fine through the administrative proceedings. She has 15 days to do this. 

Human Rights House Tbilisi calls on the City Hall and Assembly to control the case of Darejan Chokheli-Tchelidze personally. In addition, Human Rights House Tbilisi demands on canceling the imposed fine and giving Darejan Chokheli-Tchelidze right to live in the building.
