Police officer who confronted the City Council member was fired

June 15, 2015

Shorena Kakabadze, Kutaisi

Representatives of Kutaisi organization of the National Movement held a special briefing few days ago. They protested the fact that the Security Police officer of Kutaisi City Hall Imeda Kirkitadze was dismissed from his work. They called for quick response from relevant authorities.

“The person, who was honestly performing his official duties, has been fired for no reason. There was no dissatisfaction towards his work other than the fact that the member of City Assembly did not like him. In the contrary, everyone positively characterizes him as a professional. Only because the representative of the local government desired so, he was fired and transferred to other place. I want to outline that now he has much lower salary than he had in the City Hall. I call for the local government and Security Police to restore this person to the old position or hire him for better-paid job,”- said the member of National Movement, the former Deputy Governor of Imereti, Amiran Dzotsenidze.

“The squad commander Imeda Kirkitadze was fired from his position on April 1. Later he was transferred to the Kutaisi Public Service Hall as an ordinary officer. This was preceded by the confrontation between the police officer and the member of faction “Georgian Dream” of Kutaisi Assembly Kakha Dvalishvili. This confrontation took place in public, near the administrative building of Kutaisi City Hall.

According to eyewitnesses, the Security Police officer was fulfilling his duty, when the deputy verbally and physically assaulted him. The reason was the suggestion from the police officer about moving the car from the specific area.

“I did not insult anyone. I had a verbal dispute with the security police officer. I request investigation to find out the truth and to respond the rumors which claim that I assaulted the police officer; it will not be difficult to investigate especially when there are surveillance cameras all over the area and everything must have been recorded,”- said Kakha Dvalishvili about the incident.

Soon, the member of the Kutaisi Assembly made an official statement, where he was asking the general inspection of MIA to examine the competence of Security Police officers of the City Hall: “The work of Security Police officers, in particular the work of Imeda Kirkitadze needs to be examined. Especially, when there are two appeals by Kutaisi Mayor to evaluate the activities and competence of these people”.

Criminal litigation started into the resistance to police officer. The case was investigated under the article 173 of the Code of Administrative Offences of Georgia. However, as a result, the MP remained unpunished and the security police officer was demoted.

“This is our reality. We have this kind of Government in Kutaisi. The person was fired and transferred for no reason. The question is: If he did not fulfill his duties properly and if his competence was questionable, then how is he going to work on a new position whe? But, it was not issue of professionalism. The main point is the desire of officials. Ordinary people are becoming victims of illegality and injustice,”- said the Chair of Imereti organization of Free Georgia, Giorgi Tsulaia.

Imeda Kirkitadze confirms this incident. However, he refrains from talking about the details. The Security Service of Kutaisi City Hall also refrained from talking about the former employee, as well as on the incident that happened few months ago.
