Single Mother Urges for Help

September 9, 2015

Nino Kimadze

Socially indigent mother applied to Human Rights Center for help. Rusudan Zaalishvili is growing up her 6-years-old son alone in extremely hard conditions. They do not have income and accommodation. She has health problems too. Rusudan Zaalishvili petitioned to the Tbilisi City Hall for flat rent.

“I grew up in Akhalgori Orphan House since the age of 6. My parents got divorced and my aunt left me there. I was physically abused in the orphanage by tutors and other beneficiaries. In 2007, before leaving the facility, the tutors made me go to school with high temperature. They did not allow me to stay in the house. They allowed me to go to bed only after the school teacher asked. But I was already so sick that could not eat either. The doctor promptly took me to the children’s hospital from where I was sent to the doctor Tengiz Gvasalia at the tuberculosis dispenser. The analysis showed that I had problems with lungs and spent two months in the hospital. Afterwards the doctor dismissed me from hospital but warned to avoid physical and psychological trauma. Having left the clinic, I turned up directly in the street; my term in the orphan house had expired and since I did not have a house I spent two nights in the street. I did not hope for anybody’s help. Two days later a relative allowed me to live in her house which is mortgaged,” Rusudan Zaalishvili said.
The flat, which Rusudan was sheltering for several years, now already has different owner; Zaalishvili and her 6-year-old son are again in the street.

“The flat owner allowed me to live in her mortgaged flat hoping that the mortgager will not evict a mother with a little child from the house; I was also happy with it because we had a shelter. Although this room is demolished and we have nothing, I tried to create minimal conditions for my son. Then the owner lost the room and the mortgager allowed me to stay in it for another two years; however a month ago I was demanded to leave the room; I am still in the street but this time with my son,” Zaalishvili said.

Lawyer of Human Rights Center Tamar Lukava said Rusudan Zaalishvili is registered in the data base of socially indigent people with the rating points 10150. She has petitioned to the City Hall for help but in vain.
“According to Rusudan Zaalishvili, she petitioned to the Tbilisi City Hall several times and requested to assist her in paying allocated communal bills and also to pay rent for her but the city service for social service and culture at the City Hall refused to help her,” Tamar Lukava said.

“I have a status of socially indigent person. My allowance stopped 2 months ago but managed to restore it. I have been looking for a job for years but all doors are closed for me. I am growing up the child with the products the district administration gives me, though it is not enough. I applied to different charity foundations but nobody got interested in my problem,” Rusudan Zaalishvili said.

The lawyer of Human Rights Center sent petition to the Tbilisi City Hall and requested to pay flat rent and communal bills for Zaalishvili.
