NGOs Address Embassies and International Organizations

NGOs are addressing embassies accredited in Georgia and international organizations with the request to assist the representative of opposition political party from Azerbaijan, Dashgin Agararl to receive political asylum. 

Human Rights Center, Article 42 of Constitution and Public Advocacy are expressing concern over the prolongation of process for the granting status of refugee to Dashgin Agararl, representative of opposition political party from Azerbaijan.

It has been more than a year that Dashgin Agararl has addressed the Ministry of IDPs from the Occupied Territories, Accommodation and Refugees of Georgia with the request to grant him the status of refugees. Unfortunately, The Ministry has not yet made a decision regarding this case. The Ministry has violated both six-month, as well as nine-month term for the granting status of refugee as established by the law.

Dashgin Aghararli is the member of opposition political party Musavat, often participated in the protest actions and manifestations held in Azerbaijan and openly criticized the government of Azerbaijan for human rights violations. He has been persecuted for his activism by the ruling political regime of Azerbaijan and was forced to leave the country. Sending him back would put his life and health in imminent danger.
The leaders of opposition political parties, activists and human rights defenders in Azerbaijan face severe persecution. The journalists, opposition activists and human rights defenders are serving sentences in prisons of Azerbaijan due to dissenting opinions. 

As a member state of Council of Europe and signatory to UN 1951 Convention and 1967 Protocol regarding the status of refugees, Georgia has a positive obligation to ensure the political asylum for those individuals who are persecuted in their countries due to political reasons. Unfortunately, Georgian government is not fulfilling its international obligations in case of Dashgin Agararl.

More than a year, Dashgin Agararl has been waiting for status of refugee from Georgian government in vain. He experiences severe financial problems meanwhile. His family members live in Baku where their lives and health are under danger.

Dashgin Agararl should be granted political asylum. He should not be transferred to the state of Azerbaijan as there is a reasonable suspicion that he might become the victim of political persecution again.

Therefore, we are addressing the diplomatic corpus accredited in Georgia and international organizations to defend the rights of Dashgin Agararl and ensure political asylum for his family in one of the European Countries.
