NDI Survey Results Responded in Gori

In accordance to the NDI survey, 7% of the local respondents positively, 31% -averagely and 19% badly evaluated the work of the Gori City Mayor; 34% of the respondents do not have information about the activities of the mayor.

“I have been in the politics for one year only and I do not have information about the technologies of the social surveys so I cannot say how competent it is. It is foreign organization, which has its rating and Jirkvelishvili’s position cannot change anything but I can say that I do not agree with the survey results,” Gori city mayor Zurab Jirkvelishvili said during the media-tour on October 9.

After the NDI survey results were published, the mayor rescheduled the media-tour from the weekend to middle weak, on October 9. Jirkvelishvili visited part of the ongoing infrastructural projects in Gori together with journalists. He said the local budget had spent about 6 million GEL on 25 projects.

“You saw today that real picture is completely different from the NDI survey result. So, I am skeptical about this survey,” Jirkvelishvili said.
As for Gori city council chairman Papuna Koberidze, according to the NDI survey results, 8% of respondents evaluate his work positively, 29% averagely and 11% badly. 10% of respondents have never heard about the work of the chairman.

“Generally I am skeptical about surveys. I think the survey results are conditional and they do not reflect real picture. There were cases when political party had low rating in the surveys but then won elections. So, this survey does not have significant meaning for me. Also, very often people avoid publicly expressing their opinions during similar interviews,” Papuna Koberidze said.

Representatives of civil society organizations have different opinion about survey results. Chairman of the NGO Gori Information Center Misha Chitadze thinks that 7 and 8% of respondents who positively evaluate the work of the mayor and city council chairman are their unconditional supporters. Chitadze said number of the respondents who averagely evaluated their work is most important.

“Results of the NDI’s recent survey showed real situation. Neither mayor nor the council chairman is able to make decisions independently. In order to effectively resolve local problems, reactions shall be prompt and effective but “obedient” public servant cannot do that,” member of the Georgian Dream Democratic Georgia Misha Goginashvili said.
“I did not need NDI survey results to guess that voters evaluate the work of the Gori mayor the worst. I cannot speak about trustworthy of this survey but even without that survey I know the situation in my city. The mayor shall be a good manager and a good politician simultaneously. He shall be able to maintain trust of both population and city council majority. Unfortunately, our mayor did neither of it. The infrastructure is destroyed in the city. It is enough to walk around the city for five minutes to realize it. Several months ago I listened to presentation of the mayor but he could not present short-term or long-term strategies of the city development. It is a pity that we do not see any perspectives of its development and we are all damaged with it,” student Nodar Etsadashvili said.

NDI survey relied on the results from the interviews of August 2015. It was conducted from August 8 to September 10; total 4 448 persons were interviewed. Margin of error of the survey is +/-3%.
