Law enforcement bodies started investigation into the announced tender

In November 2015 several residential buildings were damaged by natural disaster in Gori municipality. The municipal administration started accelerated rehabilitation works and finished most part of it within one month. Company Alonisi conducted one part of rehabilitation works of the damaged roofs. Head of the company said he was promised to sign contract on direct purchase but the contract was not yet signed though the company finished rehabilitation works.

In January 2016 Gori municipal administration announced tender for the rehabilitation works, which includes those villages where Alonisi has already conducted works. Four companies participated in the tender, Alonisi was among them. The latter requested 289 265 GEL from the Gori municipal administration to conduct the works which they have already done. However, Alonisi was dropped out from the competition in the first round and only Ltd Tela remained in the competition in the third round, who had requested 184 444 GEL. The tender competition has not finished yet.

Director of the Ltd Alonisi Makedon Ananikov said he has spent more than 300 000 GEL on rehabilitation works. He said the representatives of the administration promised him to sign the agreement after they would finish the works but nobody kept promise.

“The contract was not signed. They directly announced the tender, which I lost. The tax inspection froze my accounts and nobody answers my questions in the administration,” Ananikov said.

Gori district deputy governor Aleksi Veshapuri said the administration had not made any agreement with the Ltd Alonisi. Veshapuri said he does not have information about implemented work and added that if any of the damaged houses is already roofed, they would reconsider the tender agreement conditions.

Ananikov several times visited the Gori municipal administration office to find out the situation. He said the expertise will estimate the costs of the implemented work.

Investigative unit of the Shida Kartli department of the Ministry of Finances started investigation into alleged corruptive deals because the repeated tender competition on already implemented works raise questions.

Several employees of the Gori municipal administration were already questioned. Due to the interests of the investigation neither Shida Kartli department of the Ministry of Finances nor the Gori municipal administration disclose investigation details.
