Press-Conference – Claims of the Torture Victim Prisoners

Prisoners, who were victims of torture, claim reimbursement for their damage with 500 000 GEL from the Ministry of Corrections.

Tomorrow, at 12:30 pm, in the press-club of Prime Time Human Rights Center will speak about the claims of the torture victim prisoners who claim reimbursement of physical and moral damage with 500 000 GEL from the Ministry of Corrections of Georgia. 

Human Rights Center prepared lawsuits to the Court to request reimbursement for the damage the prisoners had incurred as a result of physical assault and torture by prison personnel. 

In their claims the prisoners request to impose reimbursement of their damage with 500 000 GEL on the Ministry of Corrections of Georgia.

During years, number of prisoners became victims of inhuman treatment and torture in penitentiary establishments that significantly damaged their health. 

Present and former prisoners applied to Human Rights Center, who were victims of physical and psychological torture during imprisonment terms. Some of them were recognized to be victims of physical assault by prison personnel.
Based on February 25, 2014 decision of Rustavi City Court several employees of the penitentiary establishment # 16 were found guilty in the crime punishable under Article 144 (1 Prima) Part II “a”, “b”, “d”, “e” “g’ of the Criminal Code of Georgia.

In accordance to the guilty verdict, group of prison officers tortured the prisoners in 2006-2012. They worked on various positions in the prison # 16. During implementation of their professional duties, they tortured prisoners to threaten and intimidate them.

In accordance to the acting Criminal Procedural Code of Georgia victims, who received physical and moral damage, have right to claim compensation. Damaged material property, as well as worsened health conditions, may become subject of financial compensation. 

Human Rights Center believes the State is responsible for every prisoner because during imprisonment term they are under full supervision of the State. 

Right to fair trial is the key mechanism which regulates disputes between an individual and state, and between private persons, ensures effective realization of the constitutional rights and protection from the violation of rights.
